Biography
Orthodox. The son of an official.
In 1895 he graduated from the Nezhin Institute of History and Philology of Prince Bezborodko with the title of teacher of a gymnasium. He taught ancient languages in Orenburg and Belgorod gymnasiums. From August 1, 1899, he served in the Warsaw School District , where he was a teacher in the Kalisz and 4th Warsaw Grammar Schools. At the same time as serving in the gymnasium, he studied Roman law , preparing to occupy the department at the University of Warsaw . He rose to the rank of state adviser (1912).
After the Manifesto was announced on October 17, 1905, he became one of the organizers of Russian associations in Warsaw . He headed the Council of the Russian Society for Mutual Credit in Warsaw and “Russian Society on the Beginning of the Manifesto of October 17”. He was an honorary member of the Russian Educational Foundation in Warsaw and the "Russian Patriotic Society of Kholmshchyna and Podlasie." He published the newspapers Varshavsky Vestnik, The Week of the Outskirts, and Pre-Election News, and published articles in other publications.
In 1907, he was elected a member of the Third State Duma by a congress of urban electors of the Russian population of Warsaw. He was a member of the moderate-right faction, from the 3rd session - in the Russian national faction. He was a fellow chairman of the library and editorial commissions, as well as a member of the commissions: budget, public education, urban affairs, conciliation and in the direction of legislative assumptions.
After moving to St. Petersburg, he joined the Council of the Russian Border Society and the Main Council of the All-Russian National Union . Together with V. G. Vetchinin, he published the conservative newspaper “ Voice of Rus ”.
In 1912 he was re-elected to the State Duma from the Russian population of Warsaw. He was a member of the faction of Russian nationalists and moderate right (FNUP), after its split in August 1915 - in the group of supporters P.N.Balashov . He was the chairman of the commission on the continuity of legislative work of the State Duma of the 3rd convocation, and also a member of the commissions: budget, editorial, public education, library, administrative and urban affairs.
After the February Revolution, he retired from the Duma, and on March 17 resigned as a member of the State Duma in protest against the declaration of independence of Poland . In the early 1920s, together with G. M. Deryugin, he published the monarchist newspaper “Call” in Berlin [1] .
The further fate is unknown. Was married.
