Biography
He was born in 1887 in a family of Austrians of Lithuanian (according to other sources - Latvian ) origin. In the First World War he was in Russian captivity. In 1918 he joined the RCP (b) , was a member of the German section of the RCP (b) . Actively participated in revolutionary propaganda among prisoners of war of the Moscow military district .
In 1918, together with Ernst Reiter sent the People's Commissariat for Nationalities of the RSFSR to the Volga to work among German colonists . In a telegram from I. Stalin, the Committee of German Socialists said:
We have no doubt that your committee will make every effort to ensure, at the same time as the experienced comrades Reiter and Petin, sent to you, to ensure the final triumph of socialism in your area of activity. [one]
From April 30 to October 22, 1918, he was a member of the Volga Commissariat for German Affairs, while working on the side of the Extraordinary Commission . In a letter dated June 17, 1918 to the military commissar L. Trotsky, members of the Volga German Commissariat, E. Reiter and K. Petin requested permission to create “for the special needs of the colonies” a German Red Army unit based on the German unit of the Saratov International Brigade (First International Rifle Regiment ) The brigade was formed in mid-1918. The delegate of the Constituent Congress of the Comintern (March 1919) from the Communist Party of Austria , presented a written report on the revolutionary situation in Austria.
