General information

The Chernozemye Suburban Passenger Company Joint-Stock Company was established at the Southeast Railroad training ground with participation in the authorized capital of Russian Railways , Tambov, Lipetsk, Belgorod and Voronezh Regions (currently, the Tambov Region has refused shares of PPK Chernozemye JSC in favor of Bashkortostan PPK JSC).

JSC PPK Chernozemye is a subsidiary of JSC Russian Railways. Registered December 27, 2010.

On April 25, 2011, the State Railway Supervision Department of the Federal Transport Supervision Service JSC PPK Chernozemye issued a license to carry passengers and baggage by rail.

On July 22, 2011, the company obtained a new license with an expanded service range within the Southeast , Moscow and Kuibyshev railways .

The company serves daily more than 30 thousand passengers. The rolling stock involved in commuter traffic is more than 200 trains per day.

To improve the quality of passenger service, create an efficiently managed structure for organizing transportation at JSC PPK Chernozemye there are three production sites: Voronezh, Michurinsky, Belgorod. The basis of the technology of the production site is ticket and ticket service.

The organization of ticket sales at ticket offices is carried out in an automated way using the MKTK multi-function cash register terminal and PRIM-08TK new-generation terminals with the ability to transmit data on tickets sold online.

On December 1, 2012, a training center for training personnel related to rail transportation was opened at JSC PPK Chernozemye, and on December 28, 2012 the first graduation of the training center took place [2] .

To date, suburban rail transportation is carried out in the Belgorod, Voronezh, Lipetsk and Tambov regions, as well as partially in the Kursk, Penza, Ryazan and Saratov regions.

In April 2015, the company changed its ownership from JSC to JSC (closed joint-stock company).

Since June 1, 2015, the company ceased to engage in suburban transportation in the territory of the Saratov region, giving them to the Saratov PPK, and the company itself is engaged only in the implementation of travel documents.

Fare

At the entire range of the company’s activities, zonal fare payment is used, where the passage of one zone is equivalent to 10 passenger-kilometers. The fare is determined by the regions on their own, and they must also pay the suburban company lost income (the difference between the cost of travel and the actual cost).

Rolling stock

OJSC PPK Chernozemye uses the following rolling stock on lease terms:

  • ER2K , ER2T - on electrified with direct current sections of the railway (approx. Belgorod - Kursk ) [3] ;

  • RA1 and PA2 rail buses - on non-electrified sections of the railway (approx. Voronezh-Kursky - Kastornoye, Michurinsk - Tambov, Gryazi - Zherdevka).

Also, on some routes, old passenger cars with seats (often “Gomel” remodeling of old “reserved seats” in the suburbs with wooden wooden benches since 2000) are used with TEP70 and ChME3 diesel locomotives on non-electrified sections of the track and EP1M electric locomotives on electrified and others ( approx. Ryazhsk - Morshansk , Embankment - Stary Oskol , etc.).

Reductions in passenger traffic

Since 2012, the volume of passenger traffic began to gradually decline. This is due to the huge debt from the rental of rolling stock, the extremely small allocation of subsidies from the regions, which should cover losses from shortfalls in income, the absence of at least one of more than a hundred daily flights that are profitable, the slow speed and limited communication compared to the bus, due to with which passengers prefer to use the latter option.

On August 10, 2012, the company made an attempt to cancel the cross-border communication between the border station Naumovka (RF) and Cossack Lopan (Ukraine). Thanks to the active citizenship of the residents of the Belgorod and Kharkov regions of both states, a protest rally was held at the Belgorod terminal in Kharkov. As a result, two pairs of suburban trains: "Belgorod - Cossack Lopan - Belgorod" and "Kharkov-Pass. - Naumovka - Kharkov-Pass." have been saved.

On August 13, 2012, the company announced a reduction from August 23 of a significant part of the trains produced (about 60 flights), since the debt to the directorate of motor-car rolling stock for train rental amounted to more than 1 billion rubles. However, the regional administrations, as a result of negotiations with a suburban company, managed to agree on a reduction in the number of reduced flights (to about 20), however, the rail connection with some settlements was still interrupted (for example, with Ertil ) [4] [5] .

On November 22 and 26, 2012, accelerated trains from Voronezh to Lipetsk and from Voronezh to Kursk (with a change in Kastornaya-Kurskaya) were to be put into circulation, respectively, but this did not happen for financial reasons, since the Voronezh, Lipetsk and Kursk regions were not fully compensate for the losses of the suburban company.

From December 20, 2012, the route of the Yelets - Borisoglebsk local train to the Zherdevka station was reduced. This is explained by the fact that, according to the legislation, the route of a commuter train should not exceed 200 km, however, even after such a reduction, the train route will be about 250 km. Also, the flight Lipetsk - Zherdevka is divided into 2 parts: Lipetsk - Gryaz-Voronezh and Gryaz-Voronezh - Zherdevka using the last rail bus .

From January 1, 2013, the Michurinsk - Ryazan train routes to Ryazhsk station, Voronezh - Rossosh , Voronezh - Valuyki to Liski station were reduced for the same reason as the Yelets - Borisoglebsk route. The question of the return of the Voronezh - Rossosh train is being considered, but with the Pribach departure station so that the train route does not exceed 200 km.

From March 23, 2013, several routes are canceled, including Voronezh - Usman , which followed on weekends, Voronezh - Liski (a train that ran from Friday to Sunday will not follow on Saturdays). Some routes will be reduced, for example, the train Voronezh-Kursky - Blagodatensky will follow to the station Nizhnedevitsk . [6]

Since May 26, 2013, almost all trains from Voronezh to Michurinsk were cut, leaving only one train per week on Sundays. All other trains were reduced down to the Gryazi-Voronezh station. The company explains this by the fact that in the Michurinsk-Gryazi and Gryazi-Voronezh sections, different trains with different numbers of wagons will be involved in connection with the existing passenger flow in the above sections. Also, on all days except Sunday, one of the trains traveling from Mud to Michurinsk was excluded from the schedule.

Since September 1, 2013, 6 trains (3 pairs) in the Belgorod region, and 2 more trains (one pair) in the Saratov region were withdrawn from circulation. Also, on all days, except Wednesday and Sunday, the route of the Latnaya - Anna local train to the Hava station was reduced.

From September 2, 2013, an accelerated commuter train was scheduled for daily use by the Voronezh-Lipetsk-Voronezh service, but from January 2014 it will run only on weekends.

On September 20, 2013, the commuter train was withdrawn from service by the Yelets - Efremov link, thereby leaving this section without commuter traffic.

From November 1 to March 15, 2014, commuter trains were put out of service by the Balashov - Yelan communication, in connection with the overhaul of tracks on this section.

Since January 20, about 60 suburban trains have been canceled across the territory of several regions at once. In some areas, the suburban movement was completely closed, and local residents massively complained about the inability to get to the cities and villages they needed. Most of all were indignant at those who used the Stary Oskol - Rzhava and Yelets - Lipetsk suburban trains.

Since February 7, 4 out of 5 pairs of trains have been reduced by the Gryazi - Voronezh link. The Lipetsk authorities explained this by the lack of funds for damages to a suburban company. Some trains were reduced to Usman, and some to Grafskaya. [7]

Since February 15, another 15 trains have been reduced in the Belgorod region, by excluding the region from the train order. At the same time, the Valuyki - Valuyki-grade train was assigned . , which can be called a kind of "urban train."

On March 27, 2014, the Governor of the Belgorod Region, Yevgeny Savchenko, in his annual message to the Belgorod Regional Duma noted that “we are constantly required to compensate for losses with the full opacity of transportation tariffs, when 80% of the costs are formed due to incomprehensible rental payments. In May 2014, a pair of electric trains was canceled by the Michurinsk-Uralsky- Pavelets-Tula connection due to the lack of this train in the order of the administrations of the Lipetsk and Tambov regions. At the same time, the Central PPC extended one of the trains by the Uzunovo -Pavelets-Tulsky link to the Troekurovo station. The Ranenburg - Troekurovo section was left without a suburban connection.

In June 2014, in response to the cancellation of commuter trains in the Lipetsk Region, ZAO Lipetsk Passenger Company was registered, which should be called upon to return the commuter trains that were canceled this winter. However, as of September 2014, the company had not designated a single commuter train.

In July 2014, more than half of suburban trains were canceled by the Belgorod - Kursk - Belgorod connection, pairing was reduced from five pairs of trains to only two. The cancellations were made "in order to bring the size of the commuter trains in line with the application of the Kursk and Belgorod regions." All suburban trains were also canceled by the Valuyki- Topoli connection.

Starting July 1, 2015, traffic on the Grafskaya - Anna line is closed

From October 2018, a complete cancellation of traffic in the sections of the Dirt - Povorino and Liski - Talovaya - Povorino is planned. Thus, not a single commuter train will remain at the railway station Povorino

City electric train in Voronezh

On April 22, 2013, the first “city” electric train began to walk in Voronezh. It connects residents of the Pridonskaya microdistrict and partially residents of the South-Western region with the city center (Voronezh-1 station) and the Otrozhka microdistrict and is designed to solve the problem of city traffic jams. To launch the "city" train, it was decided to extend the Voronezh - Anna route to the Podkletnoye station. From May 26, the train follows from Latnaya station with a stop in Semiluki. [9]

Since September 1, 2013, the company organized the return route of the “city” electric train, consisting in the extension of one of the suburban trains from Voronezh-Kursky station to Voronezh-1 station, so that passengers could get to Latnaya without resorting to a bus. Since July 1, 2015, the “city” electric train route was completely canceled, however, there is still the opportunity in the evening to leave from Voronezh-1 station (and not from Voronezh-Kursky) towards Kastorny.
