Ivan Solovyov (born August 22, 1970 , Moscow , USSR ) is a Russian public figure, an assistant to a deputy of the State Duma of the Federal Assembly of the Russian Federation of the VII convocation on a voluntary basis from November 11, 2018 [1] . Advisor to the Chairman of the Board of the Association of War Veterans of the Internal Affairs Bodies and Internal Troops of Russia.

Biography
Education
In 1993, Ivan Solovyov graduated from Moscow State University named after Moscow State University Lomonosov , majoring in History.
In 1996, at the same university, he received a second higher education with a specialization in jurisprudence.
In May 2010, at the European Institute of Education under MGIMO, the Russian Ministry of Foreign Affairs attended the course “The European System of Human Rights. The activities of the European Court and the enforcement of its decision. ”
In May 2011, at the European Training Institute under MGIMO, the Russian Ministry of Foreign Affairs attended the course “The Space of Freedom, the Security of the Rule of Law: Institutional and Legal Support of Interaction”. [2]
In 2017 and 2018, he underwent short-term training at the MGIMO European Training Institute of the Ministry of Foreign Affairs of Russia on the topic: “Implementation of international and constitutional guarantees of human rights in Russian law and law enforcement practice”.
Career
In 1995, Solovyov joined the analytical department of the Department of the Tax Police in the city of Moscow, worked in operational and inspection divisions.
In 1999, he transferred to the central office of the Federal Tax Police Service of Russia as a senior investigator for particularly important cases of the Investigation Department of the Main Investigation Department of the Federal Tax Service of Russia .
In 2002, Solovyov was appointed head of the inquiry department of the Federal Tax Police Service of the Russian Federation , then - deputy head of the Legal Department of the Federal Tax Service of Russia.
In April 2003, he headed the Department of Judicial Legal Protection at the Ministry of Internal Affairs of the Russian Federation .
In 2004, he received the post of head of the criminal law department, in 2010 he became deputy head of the Legal Department of the Ministry of Internal Affairs of the Russian Federation.
2012-2014 - Solovyov led the apparatus of the State Duma Committee on Security and Anti-Corruption. He was the main research fellow at the Institute of Legislation and Comparative Law under the Government of the Russian Federation.
From July to October 2016, he held the position of head of the Department for the Protection of Human Rights in the criminal proceedings of the Office of the Commissioner for Human Rights in the Russian Federation.
Since October 2016, Solovyov worked as Deputy Manager of the Affairs of the Commissioner for Human Rights in the Russian Federation.
Since November 8, 2017 - Head of the Office of the Commissioner for Human Rights in the Russian Federation. [3] In November 2018, the Commissioner for Human Rights, Tatyana Moskalkova, proposed to Solovyov to leave the post of head of the Commissioner’s office, arguing that the characters constantly appearing in the secular chronicle are not needed at the leading human rights post, as well as the position of his wife N. V. Poklonskaya on pension reform. Solovyov did not agree with the grounds for resignation, but nevertheless agreed to quit [4] .
Since November 2018 - assistant to the State Duma deputy Natalya Poklonskaya [4] on a voluntary basis.
Together with Poklonskaya, Soloviev intends to engage in public and human rights projects related to the protection of the rights of Crimeans, Orthodox believers of the Ukrainian Orthodox Church, assistance to the children of Donbass and other areas [4] [5] .
Scientific activity
In 1999, Solovyov defended his thesis at Moscow State University. MV Lomonosov on the topic "Criminal law and criminological characteristics of tax crimes (Articles 198 and 199 of the Criminal Code of the Russian Federation)."
In 2004, Solovyov defended his doctoral dissertation at the Russian Law Academy of the Ministry of Justice of the Russian Federation on the theme "Implementation of Russia's criminal policy in the field of tax crimes: Problems and prospects." Doctor of Law . [6]
Since 2005 - Professor at the Department of Legal Regulation of Economic Activities of the Financial University under the Government of the Russian Federation [7] .
Since 2012, Solovyov has been the chief researcher at the Institute of Legislation and Comparative Law under the Government of the Russian Federation (department of financial, tax and budget legislation). [eight]
Personal life
Solovyov is married with a fourth marriage [9] , has children [10] . Since August 2018 - the husband of Natalia Poklonskaya [11] [12] .
Community Activities
Solovyov conducts active social activities together with his wife - Natalia Poklonskaya. Together they implement a number of projects, write books, give interviews.
Together with his wife Poklonskaya, Soloviev presented the autobiographical book Crimean Spring: Before and After. Firsthand History. ” The book received resonance both in Russia and abroad [13]. Subsequently, the book was banned in Ukraine [14] . The State Committee on Television and Radio Broadcasting of Ukraine made recommendations not to import it into the territory of the state.
Solovyov called the businessman Oleg Zubkov “worthless and lost his conscience”, who offered to extradite Poklonskaya to Ukraine, where several criminal cases were brought against her. In addition, Solovyov called on law enforcement officers to verify the legitimacy of the businessman’s statement [15] .
On March 28, 2019, Solovyov gave an interview in the First Project, he talked about the Ombudsman Moskalkova , about the work in the office of the Commissioner for Human Rights of the Russian Federation, about the effectiveness of the Ombudsman in the Russian Federation, about his alliance with Poklonskaya and the mood in Crimea [16]
