Konstantin Konstantinovich Ilkovsky (b. January 12, 1964 , the village of Batagay, Verkhoyansk district, Yakut Autonomous Soviet Socialist Republic ) - former governor of the Trans-Baikal Territory (2013-2016). In the past, a deputy of the State Duma of the Federal Assembly of the Russian Federation of the sixth convocation (from December 2011 to February 2013), general director of JSC Yakutskenergo from 2000 to 2009, is vice president of the Board of Trustees of educational institutions of the Republic of Sakha (Yakutia). He heads the Chess Federation of the republic.

Biography
Born on January 12, 1964 in the village of Batagay, Verkhoyansk District, Yakut Autonomous Soviet Socialist Republic. Father worked as a doctor, and mother as a teacher. Parents came to the North, in Batagay, in the early 1960s after graduation: mother graduated from the Kuban Pedagogical Institute, father - 1st Leningrad Medical Institute [2] .
During his studies in 1978–79, he worked as a surveyor at the geological exploration section of the Deputat mining and processing plant .
In 1986 he graduated with honors from the Leningrad Mining Institute named after G.V. Plekhanov with a degree in mining engineer-geologist.
After graduating from the institute in 1986, he worked as a district geologist of underground mining at the Zapadny mine, a senior geologist, and the head of the geological exploration expedition of the Deputatsky GOK. 1986-87 - the heyday of the village of Deputatsky. Three tin mining mines worked in the village, each with two or three industrial devices, and up to 15,000 people lived [3] .
Since 1992 - Chief Engineer of the Deputatsky GOK Yakutzoloto. The 1993 accident at the village’s power station led to the village freezing. People in droves left Deputatsky.
In 1994 he graduated from the Academy of National Economy under the Government of the Russian Federation , having received the qualification of manager of the highest category. PhD in Economics.

In 1998-1999 - First Deputy Minister of Industry of the Republic of Sakha (Yakutia).
From 1999 to 2000 - First Deputy Head of the Presidential Administration of Yakutia.
Yakutskenergo. RAO Energy Systems of the East
From 2000 to September 2009, he was the General Director of JSC Yakutskenergo , located in Yakutsk [4] .
From December 29, 2002 to March 2, 2008 - Member of the State Assembly (Il Tumen) of the Sakha Republic of the 3rd convocation. He was elected in the Ust-May district number 63 [5] .
From March 2, 2008 to December 14, 2011 - Member of the State Assembly (Il Tumen) of the Republic of Sakha of the 4th convocation. He was elected in the Kobiai-Verkhoyansk constituency No. 30 [6] .
With the direct participation of Ilkovsky, significant projects of the Yakut energy system were implemented and began to be implemented - a program for optimizing local energy, increasing the share of centralized electricity and heat supply, building a high-voltage 220 kV line Suntar-Olekminsk for power supply VS-TO [7] .
In September 2009, Ivan Blagodyr , General Director of Energy Systems of the East, appointed Oleg Tarasov as General Director of Yakutskenergo, and Konstantin Ilkovsky as his adviser.
From 2009 to 2011 - Advisor to the Director General of RAO Energy Systems of the East Ivan Blagodyr [8] .
In 2010 - Chairman of the Board of Directors of Sakhaenergo OJSC.
In 2011 - Director of Yakutskoye LLC.
State Duma Member
In the elections to the State Duma of the sixth convocation held on December 4, 2011, Ilkovsky ran for the regional list of the Just Russia party, was the first in the regional group 5 (Republic of Buryatia, Trans-Baikal Territory). He was elected, was a member of the Just Russia: Homeland \ Pensioners \ Life faction. He was also a member of the Baikal interfactional group, which was formed by deputies from the Trans-Baikal Territory, Buryatia and the Irkutsk Region.
In September 2012, he condemned the decision to deprive the deputy mandate of party member Gennady Gudkov [9] .
Then in September 2012, he announced his intention to compete for the post of governor of the Trans-Baikal Territory.
He prematurely left the State Duma, after the appointment of March 1, 2013 as Acting Governor of the Trans-Baikal Territory. His mandate was transferred to Irinchey Mathanov.
Governor of the Trans-Baikal Territory
Since March 1, 2013 - by the decree of the President of the Russian Federation V.V. Putin, the interim governor of the Trans-Baikal Territory has been appointed [10] .
September 8, 2013 won the election of the governor of the Trans-Baikal Territory , gaining 71.63% of the vote [11] [12] September 18, he officially took office. [13] .
The governorship of K. Ilkovsky was marked by a number of scandals: the region is in bankruptcy, the regional budget deficit is 5.5 billion rubles, public sector employees are regularly delayed wages, 115 thousand hectares of land are planned for lease to a Chinese company for a period of 49 years old.
On February 17, 2016, Russian President Vladimir Putin accepted the resignation of Konstantin Ilkovsky of his own free will. The resignation of the governor was associated with poor financial discipline, as well as due to failure to fulfill the obligations of the region to relocate citizens from emergency housing [14] .
Over the term as governor, the Trans-Baikal Territory from 39th place in the ranking of regional success in 2013 dropped to 85th in 2015 [15] .
