Biography

Born in the Jewish family of a small merchant. He graduated from Zvenigorodka elementary school in 1907 . The typesetter in the printing house of Nuremberg and Yuditsky in Zvenigorodka from May 1907 to May 1915 .

From January 1926 to June 1929, the head of the Moscow Customs . From September 1, 1929, the head of the Organizational Department, from January 27, 1930, the deputy head of the Administrative and Organizational Management (AOU) of the OGPU of the USSR. Since March 1930, head of the Economic Department of AOU OGPU of the USSR. From July 1931 he was deputy head of AOU OGPU of the USSR, from August 1931 - manager of affairs of OGPU of the USSR and head of the Economic Department. On February 20, 1933, the manager of affairs of the OGPU of the USSR, and on July 10, 1934, the head of the Administrative Department of the NKVD of the USSR. In 1934 - 1936, the commandant of the OGPU / NKVD was directly subordinate to I.M. Ostrovsky, who, among other things, was responsible for the execution of death sentences . On October 15, 1936 he was appointed head of the Highway Construction Department of the NKVD of the Ukrainian SSR.

Repression

March 29, 1937 arrested.

Ostrovsky, being in one of the cells of the Lefortovo prison , said with sad irony: “I never thought that I would be in a prison, the construction of which I myself was in charge of.” And then, patting the mighty walls with his hand, he added with satisfaction: "But the prison is still very well built, you can’t say anything." On June 20, 1937 he was sentenced to death by the Military Collegium of the Supreme Court of the USSR and executed the next day. In 1957 he was rehabilitated posthumously.
