The High Village Council was formed in the early 1920s. In 1940, it included the villages of Vysokoe (211 yards), Efremovka (45), villages: Leninsky (12 yards), Golovanov (7), Belousovo (5), Bakhmut (11) Turgen (8 ) And also, possibly, vydrovka village (77 yards).

Neighboring village councils, later (in 1954 ), annexed to Vysoksky: Pyrensky (135 yards), Puzanovka (133), Kozhanovka (59), the villages of Plavlya, Livadia (14), Petrakov (4), Gurev (5), Bolshevik ( 211 yards), Pustynka (119 dv.), Shirokovsky (Ermolaevsky) (93 yards), Zerenka (13), Slavinka (42), Bolshevik Commune (17), Karl Marx settlement, and Yasenkovsky Zhizdrinsky district ( Yasenok ) ( 127 dv.), Zherebovka (32), Volevatka (8).

Formed in 1954, the united Vysoksky Village Council was the largest in the Duminichi district in terms of area and number of settlements. It was created to organize on its territory the first state farm in the region - “Red October”, which was headed by the chairman of the district executive committee A. V. Ankudinov.

State Farm "Red October" in the early 1990s was transformed into the eponymous SEC, in 1999 - in OJSC "Niva". In 1992–2000, Budskoye LLP existed on a part of the territory of the former state farm. In 2005, the Vysoksky Village Council was transformed into a rural settlement. Two agricultural enterprises operate on its territory - Niva OJSC ( Pyrenka , Puzanovka, Yasenok ) and Slavyanskiy Potato LLC (High).

The status and boundaries of the settlement territory are established by the law of Kaluga Region dated 4.10.2004 No. 354-OZ “On Establishing the Borders of Municipalities Located on the Territory of Administrative Territorial Units“ Baryatinsky District ”,“ Kuibyshevsky District ”,“ Lyudinovsky District ”,“ Meshchovsky district "," Spas-Demensky district "," Ulyanovsk district "and giving them the status of urban settlement, rural settlement, municipal district" [4] .
