Born June 29, 1970 in Moscow. Death occurred as a result of illness on November 29, 2012.

Family

Has been married since 1989, the eldest son and two daughters.

Education

In 1993 he graduated from the All-Russian Correspondence Institute of Finance and Economics with a degree in Finance and Credit.

In June 1996 he defended his thesis for the degree of candidate of economic sciences on the topic “Taxation in the Russian Federation and the ways to improve it”.

In 2006, he underwent retraining at the Moscow Academy of State and Municipal Administration of the RAAC under the President of the Russian Federation under the program “State and Municipal Administration”.

In April 2006 he was awarded the doctoral degree in economics, the theme of his doctoral dissertation was “Conceptual Foundations for Improving Tax Policy,” and since 2008 he has been a professor.

He is the author of many scientific works, including the monographs “Taxes in the Mirror of Reforms” (1995), “Distribution of Taxes between the Links of the Budget System” (1996), “Conceptual Foundations of Tax Policy of the 21st Century” (2005), “Theory and Practice of Improving Tax Administration” (2006) et al.

Career

In 1987 he was hired by an economist in the Ministry of Finance of the RSFSR .

From 1991 to 1995 - Deputy Chairman of the Board for Finance and Economics of Rosvuznauka JSC.

In 1995-1997, he was General Director of the Contrast-Telecom Central Telephone Company.

In 1997, he was appointed Deputy Chairman of the Government of the Stavropol Territory - Plenipotentiary Representative of the Government of the Stavropol Territory to the Federal Government .

From 2001 to 2009 he worked in the tax department :

  • Since April 2001, he served as head of the unified social tax department of the RF Ministry of Taxes and Levies.
  • Since November 2001 - Head of the Office of the Federal Tax Service in the Moscow Region.
  • Since April 2007 - Deputy Head of the Federal Tax Service of the Russian Federation

Since July 2009 - Vice-Governor of the Moscow Region, oversaw the financial and economic block.

This appointment in time coincided with the height of the financial crisis, the financial debt of the administration of the capital region amounted to 155.2 billion rubles, which, in essence, could mean the bankruptcy of the region. In this regard, a regime of direct financial management of the Moscow Region by the Ministry of Finance was introduced. The activities of Konstantin Vyacheslavovich Sedov in such a responsible post turned out to be more than effective, and by June of this year the state debt of the Moscow region had been reduced by more than half to 80 billion Russian rubles.

Responsible for questions:

  • strategic planning for the development of the Moscow region;
  • development and implementation of economic, financial, budgetary, credit, pricing and tariff policies in the Moscow region;
  • investment policy development;
  • organization of work on mobilization preparation of the economy of the Moscow region;
  • promoting the development of small and medium enterprises;
  • organization of work of headed commissions, councils, other advisory and advisory bodies;
  • ensuring control over the implementation of relevant decisions and orders of the Governor of the Moscow Region, decisions of the Government of the Moscow Region.

With the appointment of the new governor of the capital region, Sergei Shoigu, the transfer of Konstantin Sedov to another position was initiated. Konstantin Sedov also took an active part in public life, and since 2009 served as chairman of the Supervisory Board of the Atlant Hockey Club, playing in the Continental League. Under him, a club from the Moscow Region achieved its main successes, reaching the final of the Gagarin Cup, and winning the KHL silver medals. Despite his illness, until recently, he was keenly interested in the affairs of the wards, made recommendations and took part in the management of the club, regularly attending hockey matches.
