The award was established by order of the Minister of the Navy, James Forrestal, on December 18, 1944. In addition to their personal awards, U.S. military personnel wear uniforms that their unit has been awarded. These awards are worn separately from personal awards on the right side of the chest with a laurel leaf pattern. Repeat awards are also marked by clusters (oak branch, leaf, asterisk, letter, number, diamond) placed on a ribbon [2]
