Orthodox. From the hereditary nobles of the Simbirsk province. The landowner of the Sengiley district (890 acres ), his wife owned 701, and his parents - 743 tithes in the same province.

The son of a retired lieutenant Andrei Egorovich Motovilov (1808-1895?) And his wife Agniya Egorovna. The younger brother Ivan (1854-1917) is a surgeon.

He graduated from the Simbirsk gymnasium with a gold medal (1869) and the faculty of law of Kazan University with a degree of candidate rights (1873).

Upon graduation, he joined the Senate Civil Cassation Department. In 1875 he settled in the Skiryatka estate in Simbir and went to the election service: he was a district magistrate, was elected the vowel of the Sengileevsky district (since 1874) and Simbirsk provincial (since 1875) zemstvos , an honorary magistrate . Later he served as the Zemsky chief , was an indispensable member of the Simbirsk provincial presence. He rose to the rank of Actual State Councilor (1902). He was a member of the Simbirsk Society of Agriculture, a full member of the Simbirsk Scientific Archival Commission, and also an honorary trustee of the Simbirsk Gymnasium.

In 1907 he was elected a member of the State Duma from the Simbirsk province. He was a member of the National Group, from the 3rd session - into the Russian national faction. He was a member of the Faction Council, was a fellow chairman of the faction, wrote its first charter. He was a fellow chairman of the food commission, a rapporteur of the financial commission, and also a member of the commissions: on urban affairs, to consider the bill on the protection of antiquities, financial. He spoke in favor of closer cooperation with the right-wing faction.

He became one of the founders of the All-Russian National Union : he was a fellow chairman of the Union, and in 1909 served as chairman. In February 1910 he was elected senior comrade of the chairman of the ANS, represented the right wing of the party.

In 1912 he was re-elected to the Duma from the Simbirsk province. He was a member of the faction of Russian nationalists and the moderate right (FNUP), after its split in August 1915 - among the supporters of P.N.Balashov . He was a fellow of the chairman of the commission on legislative assumptions, the chairman of the food commission, and also a member of the financial commission. He defended the government against criticism of the Progressive bloc .

On October 11, 1918, he was arrested by the Simbirsk Cheka , on December 17 he was sentenced to a fine of 1,000 rubles for “anti-Soviet activities” and released from custody [1] . He died in 1920.

Family

In 1873 he married Italian Angelina Petrovna Pasta. Their kids:

  • Andrei (1876—?), A graduate of the Simbirsk Gymnasium and the Law Faculty of Moscow University. Zemsky leader, honorary justice of the peace.
