Biography
Orthodox. From an old noble family . Landowner of the Ufa province (4000 acres ).
The son of the staff captain of Count Pyotr Nikolayevich Tolstoy and Ekaterina Alexandrovna Yazykova , the heiress of the Yazykovo estate, associated with the name of her uncle N. M. Yazykov . The younger brother Peter is a zemstvo leader, a member of the I State Duma from the Ufa province.
He graduated from the Simbirsk Gymnasium (1882) and the Natural Department of the Physics and Mathematics Faculty of Kazan University (1887).
After graduation, he settled in his estate of the Ufa province. He was engaged in agriculture and social activities. He was elected a district magistrate (1887-1896), a vowel of the Ufa district (1887—?) And provincial zemstvos , an honorary magistrate . With the introduction of the institute of zemstvo chiefs in the provinces, he was appointed one, however, due to a conflict with the vice-governor Bogdanovich, he resigned and concentrated on farming and zemstvo activity. He was a member of the provincial land management commission.
In 1907 he was elected a member of the State Duma from the Ufa province. He was a member of the progressive faction, was the secretary of the faction. He consisted of a fellow chairman of the food commission, a rapporteur of the agricultural commission, and also a member of the commissions: on resettlement, agricultural, hunting, and local self-government.
In 1912-1914 he was a member of the Central Committee of the Progressive Party . On August 20, 1912 he was elected to the State Council from the Ufa Zemstvo. He joined the group of leftists. In 1915 he was re-elected.
During the First World War, he was an authorized representative of the Main Committee of the All-Russian Union for Assistance to Sick and Wounded Soldiers. In August 1917 he participated in the State Conference in Moscow .
