Biography
Early Years and Education
Murphy James Foster on a sugar plantation near , Louisiana , in the family of Thomas and Martha (née Murphy) Foster. He attended public schools, the University of Washington and Lee in Lexington , Virginia , and the in , Tennessee , who graduated in 1870. [2] Foster continued his education at the University of Louisiana (later Tulane University ), receiving a law degree in 1871 [3] .
Political career
In 1876, Foster won the Louisiana Legislative Assembly. However, he was denied a seat [3] . Three years later, he was elected to the Louisiana Senate, where he served until 1892 [1] . From 1888 to 1890, he was also the chairman of the Senate [3] .
On April 19, 1892, Foster was elected Governor of Louisiana from the Democratic Party . In 1896, he was re-elected for a second term [3] . During his tenure, refugee camps were organized after the flood of 1893 [4] , with the help of the police , the strike in New Orleans [4] was suppressed, and the state lottery [1] was also liquidated. In addition, a new election law was adopted [3] . Foster left his post on May 21, 1900 [3] .
After leaving the post of governor, Foster was elected to the US Senate , where he served until 1913 [1] . In the Senate, he headed the transport committee and the committee for the sale of meat products [2] . In 1914, President Woodrow Wilson appointed Foster the head of customs duties and taxes at the port of New Orleans [4] . He held this position until 1921 [3] .
Personal life
On May 15, 1877, Foster married Florence Daisy Hein, the daughter of a Franklin merchant. She died on August 26, 1877 at the age of 19 years [1] . In 1881, he married Rose Ruth Ker, daughter of Captain John Keur [1] . They had ten children [1] , nine of whom survived to adulthood. One of them, Murphy James Foster II, was the father of Murphy James Foster III , the 53rd governor of Louisiana.
Murphy James Foster died on June 12, 1921 at a Dixie plantation near Franklin. [2]
