Biography

Educated at the St. Petersburg Practical Technological Institute , where in 1866 he graduated from the full course of science with the title of technologist of the 1st category and in the same year he entered the service in the St. Petersburg gun workshop, on a free hire, as an assistant mechanic. In 1869 he received a mechanic position in this workshop. The following year, from August 17, he was determined as a teacher of technical subjects at the Lodz Higher Vocational School. In 1873, he was appointed as a mechanic in the Petrokovo Governorate , and in 1876, after receiving the degree of engineer-technologist - inspector of the Lodz Higher Vocational School for his dissertation. In the same year, he was appointed censor of the Lodzer Zeitung newspaper . In 1881, for his work and useful work as the clerk of the Lodz local committee of the Red Cross Society, which he held from June 27, 1877 to October 16, 1880, the general meeting of the committee members was unanimously elected honorary member of the committee.

In Lodz, he founded a factory for the manufacture of patterned fabrics on jacquard looms [1] .

In 1880 he was appointed director of a vocational school of Tsarevich Nicholas and head of the department of technical and vocational schools of the Ministry of Finance [1] . In 1883, he was elected an honorary member and a member of the council of the charity house, in view of the particularly useful and well-diligent activity of the post of director of the vocational school of Cesarevich Nicholas.

In 1884 he was appointed a member of the special department of the Scientific Committee of the Ministry of National Education for Technical and Vocational Education [2] ; in 1893, he became chairman of this department and, at the same time, headed a special department for the management of industrial schools [3] .

From February 26, 1886 - with the rank of a valid State Councilor [2] . In the same year he was elected to the post of associate chairman of the permanent commission for technical education under the Imperial Russian Technical Society . In 1887 he was elected an honorary member of the Board of Trustees of the Elabuga Vocational School. In the same year he was sent to the Kharkov, Kazan and Caucasus educational districts for the closest acquaintance with the question of opening industrial schools in these districts.

In 1892, he was appointed a member of the Council of the Minister of Public Education , with the dismissal of the director of the school of Cesarevich Nicholas.

Since 1900 - head of the educational department of the Ministry of Finance . He initiated the revision of the Regulations on Commercial Schools (1894) - commercial schools have become general educational institutions since 1900, giving not only advanced training in a natural-mathematical profile, but also initial commercial knowledge. With the participation of I.A. Anopov, trade schools were reformed, which received the status of lower vocational schools for the training of salespeople, cashiers, etc. On his initiative, a new “Regulation on art-industrial education” (1902) was adopted, in which the organizational structure was revised and the content of training in the direction of strengthening technical, applied training.

Died January 18, 1907 in St. Petersburg .

In the work "The experience of systematic review of materials for the study of the current state of secondary and lower technical and craft education in Russia" (1889) I. A. Anopov systematized the network of vocational schools and gave an analysis of the state of vocational education. In the reports of the Lodz Vocational School, he substantiated the need for general education as a base for vocational education, summarizing the work experience of this educational institution, which provided both general secondary education and specialized secondary education. In his paper “On the issue of a secondary school with its application to the demands and needs of modern life in some localities of Russia” (1891), he proposed a new type of secondary school that, on the basis of bringing together general education and vocational training, would prepare for continuing education and practical activities .
