Sergey Ivanovich Samoilov (1859, Simbirsk province - after 1918) - Russian officer and public figure, member of the IV State Duma from Simbirsk province.

Biography
From the hereditary nobles of the Simbirsk province. Landowner of Alatyr County (205 acres ).
In 1879 he graduated from the Kazan Infantry Junker School , in 1881 he was promoted to officer. He stayed in service until 1886, when he went into the reserve with the rank of lieutenant and settled on his estate, where he was engaged in agriculture and social activities.
In 1890-1906 he served as the zemstvo chief , from 1888 he was elected the vowel of the Alatyr district and Simbirsk provincial zemstvos , an honorary magistrate for the Alatyr district. He was also elected Alatyr district leader of the nobility (1906-1915) and chairman of the Alatyr district county council (1907-1914). He rose to the rank of State Councilor (1913). He was a member of the Society for the Renaissance of Artistic Russia [1] .
In 1912 he was elected a member of the State Duma from the Simbirsk province by the 2nd Congress of City Voters. He was a member of the faction of Russian nationalists and moderate right (FNUP), after its split in August 1915 - in the group of supporters P.N.Balashov . He was a member of the commissions: on judicial reforms, food, financial, in the direction of legislative proposals, in the fight against German dominance, in the execution of the state list of income and expenses.
During the First World War, he organized in Alatyr the Board of Trustees of Grand Duchess Tatyana Nikolaevna . During the February Revolution, he was in the Simbirsk province, and was appointed the agent for the Simbirsk section of the Volga River by the A.I. Novikov authorized committee on water transportation.
In 1918, after the October Revolution , he was arrested, but then released. The further fate is unknown.
