Description
The county, rectangular in size, approximately 52 by 34 kilometers, is located in the northeastern part of the state, bordered by Nebraska in the east, and other districts of Colorado on the other sides. Named after R. O. Phillips, secretary of the Lincoln Land Company, which was involved in the sale of estates in the region. The capital and largest city of the district is Holyoke . Open water areas occupy 0.31 km², which is 0.02% of the total area of the district in 1781.2 km².
History
The district was formed on March 27, 1889 by separating the southeastern part of Logan County [1] .
