Biography

In 1910 he graduated from the Law Faculty of the Royal University of Malta and began his career as a lawyer. He later became a recognized expert in international law, was a member of the International Law Association, and also a participant in the conference on international law in Brussels . During the conference on international law in Oxford (1932) he was elected a member of the Executive Committee and its Vice President. In 1934, he became president of the trademark conference in Budapest.

He was the secretary of the commission for the preparation of the Maltese Constitution. In 1921 he was elected to the Legislative Assembly.

  • 1921-1924 - Minister of Industry and Trade,
  • 1921-1922 and 1923-1924 - Minister of Postal Affairs
  • 1921-1922 and 1923-1924 - Minister of Agriculture and Fisheries,
  • 1924-1927 - Prime Minister of the Colonial Government of Malta. At the same time, in 1926-1927. - Minister of Finance and Attorney General. In 1927 he was elevated to knighthood.
  • 1932-1933 - again, the Prime Minister, initiated a memorandum to the British government on changing the status of Malta instead of a colony to dominion.
  • 1939 - was a member of the Council of State,
  • 1942 - during an extraordinary debate about the intention of the British authorities to expel civil servants from Malta working with Italy, he had a heart attack and died two days later.
