History
On August 6, 1990, the head of the Supreme Council of the RSFSR Boris Yeltsin made a statement in Ufa : “we say to the Supreme Council, the government of Bashkiria: you take the share of power that you can swallow yourself ” [1] [2] , which became known in the media as “take as much sovereignty as you can swallow ” [3] . On August 30, 1990, the Supreme Council of the Tatar ASSR adopted the Declaration on State Sovereignty of the Tatar SSR. The declaration, unlike some union and almost all other autonomous Russian (except Chechen-Ingushetia) republics, did not directly indicate the republic’s presence either within the RSFSR or the USSR, and it was announced that the Constitution and laws of the Tatar SSR had supremacy throughout Tatar SSR.
December 26, 1991, in connection with the Bialowieza Agreement on the termination of the USSR and the formation of the CIS, a Declaration on the entry of Tatarstan into the CIS as a founder was adopted [4] .
February 7, 1992 Tatar SSR - The Republic of Tatarstan was renamed the Republic of Tatarstan [5] , which was not consistent with the Constitution of the RSFSR until May 16, 1992 [6] . March 21, 1992 held a referendum on the status of the Republic of Tatarstan. To the question: “Do you agree that the Republic of Tatarstan is a sovereign state, a subject of international law, building its relations with the Russian Federation and other republics, states on the basis of equal treaties?” 61.4% of those who voted answered positively [7] .
However, prior to this, by the Decision of the Constitutional Court of the RSFSR of March 13, 1992 No. 3-P, a number of provisions of the Declaration on State Sovereignty of the Tatar SSR of August 30, 1990 that recognized the laws of the Russian Federation on the territory of the Republic of Tatarstan were declared non-compliant with the Constitution of the RSFSR of 1978; Resolution of the Supreme Council of the Republic of Tatarstan of February 21, 1992 “On holding a referendum of the Republic of Tatarstan on the issue of the state status of the Republic of Tatarstan” regarding the wording of the a wasp providing that the Republic of Tatarstan is a subject of international law and builds its relations with the Russian Federation and other republics and states on the basis of equal treaties [8] .
On May 22, a Resolution of the Supreme Council on the status of Tatarstan as a sovereign state was adopted.
On November 30, 1992, a new Constitution of the Republic of Tatarstan was introduced, declaring it a sovereign state [9] .
On April 19, 2001, the Constitutional Court of the Russian Federation recognized the provisions on the sovereignty of Tatarstan as inconsistent with the Constitution of the Russian Federation . On April 19, 2002, the State Council of Tatarstan adopted a new version of the Constitution of the Republic, brought into line with the Constitution of the Russian Federation.
