History
The Law on the Government of Wales of 1998 provided for the introduction of the post of head of the local administration called “First Secretary of Wales” ( English First Secretary for Wales , Wall. Prif Ysgrifennydd Cymru ), instead of “First Minister”. This was motivated by the fact that Wales, unlike Scotland and Northern Ireland , received less autonomy in the legislative and executive spheres. Another reason was the desire to avoid confusion in the roster of public posts, as from the Welsh "First Minister" ( Wall. Prif Weinidog , English. First Minister ) is translated into English as Prime Minister ( English. Prime Minister ), that is, also and the post of head of the UK government.
The name change occurred in October 2000 after Liberal Democrats and Labor in the National Assembly of Wales formed a coalition government. By the Law on the Government of Wales of 2006, the position was officially named First Minister of Wales and the first minister was appointed keeper of the Welsh Press .
Responsibilities
According to the 1998 Law of the Wales Government, executive power in the region is assigned to the National Assembly for Wales, which delegates it to the First Minister and other cabinet members as necessary.
Before the 2006 Law of Wales Act came into force on May 25, 2007 , these powers were delegated to the UK Government .
The first minister of Wales is appointed by the monarch of Great Britain on the nomination of his candidacy by the National Assembly for Wales and is the representative of the crown in Wales. With the consent of the monarch of Great Britain, the First Minister appoints ministers, deputy ministers and a general adviser , who together form the government of Wales.
After the separation between the legislative and executive branches of the government under the Government of Wales Act of 2006, ministers in the Government of Wales received the right to exercise executive authority within their departments.
The First Minister of Wales is responsible for:
- the work of the cabinet;
- domestic policy;
- relations with other entities of the United Kingdom, the European Union and represents Wales abroad;
- composition of local administration.
