Oboronservis

Corruption Scandal

In October 2012, information appeared in print and electronic media that Oboronservis employees were suspected of fraud in the sale of non-core military assets [7] .

According to the Investigative Committee of the Russian Federation ( IC of Russia ), Russian Defense Ministry employees selected the most liquid and prestigious objects, plots and shares, including in Moscow, from the Oboronservis property complex. Then, as a rule, huge budgetary funds were invested in this real estate, after which the property was sold at substantially reduced prices to commercial entities affiliated with Oboronservis. Many real estate properties were bought at the expense of money stolen from Oboronservis itself, according to the investigation [7] .

In the case is the former head of the Department of Property Relations of the Russian Ministry of Defense Evgenia Vasilieva , from whom 3 million rubles , jewelry and antiques were seized during the search.

Investigation Progress

On October 25, 2012, employees of the Investigative Committee of Russia came to the Oboronservis holding with searches, suspecting that its employees were involved in a 3 billion rubles fraud.

Soon, Minister of Defense Anatoly Serdyukov arrived at the site of the searches . Subsequently, the minister said that the company is an independent commercial organization, which works not only in the interests of the department.

On November 2, the site of the Ekho Moskvy radio station reported [8] that the Khamovnichesky court of Moscow authorized the arrest of two defendants in the Oboronservis case, the former head of the Expert Legal Support Center, Ekaterina Smetanova, and her husband, the former general director of the Moscow District Material Warehouse Air Force District ”Maxim Zakutailo suspected of large-scale fraud.

According to RIA Novosti [9] , five criminal cases have been opened on the facts of fraud in the sale of real estate, land and shares owned by Oboronservis.

As a result of the scandal surrounding Oboronservis, due to the unhealthy situation surrounding the military department, and also for the purpose of an objective investigation, Vladimir Putin dismissed Russian Minister of Defense Anatoly Serdyukov on November 6, 2012 [7] .

On November 16, 2012, Alexander Yelkin, the general director of Slavyanka OJSC, which is part of Oboronservis, was suspected in the case of embezzlement of 52 million rubles in the implementation of state contracts for the maintenance of military towns . The investigator said that as a result of a search of Yelkin’s place of residence, more than 2 million rubles were seized, and $ 4.5 million was seized in bank cells. [10] A few days later, the third person involved in the Slavyanka case, director of Security and Communications CJSC Andrei Lugansky, was arrested [11] .

On November 28, 2012, the Investigative Committee of Russia reported that the damage from theft in Oboronservis is 6.7 billion rubles. During the investigation, money and valuables worth more than 1 billion rubles were seized from the suspects. [11] .

On November 30, 2012, at a meeting with the Duma factions , Russian President Vladimir Putin said that the investigation of high-profile corruption cases around the Defense Ministry is not a campaign, and all conditions will be created for an objective investigation [12] .

In mid-December 2012, when the wave of revelations of former high- ranking officials of the Russian Ministry of Defense went into decline, no criminal cases were brought against the main defendants, and some of those arrested (E. Vasilieva, E. Smetanova) managed to soften their conditions, Kommersant newspaper referring to its own authoritative sources, she said that “certain political decisions have been made in the case, therefore no longer have to be expected from the investigation” [13] .

31 GPISS

The case of fraud during the sale of a complex of buildings belonging to the Ministry of Defense of the 31st State Institute of Special Construction OJSC (31 GPISS) in the center of Moscow when the VitaProject company (at that time controlled by E. Vasilieva) and Sosnovoborelectromontazh OJSC was bought, respectively, is being investigated, respectively. , 70 and 30% of the institute’s shares, at a reduced price of 190 million rubles. According to the investigation, the Legal Support Center "Expert", which was led by a friend of Vasilyeva Smetanova, on the order of Oboronservis, evaluated objects at a lower price, and then put them up for sale.

March 28, 2013 SKR reported that businessmen parted with acquired assets worth 190 million rubles "on their own initiative and free of charge." The representative of the ICR also called for the example of these companies to follow buyers of other assets of the Ministry of Defense, who sold military officials and businessmen close to Vasilyeva at a lower price [14] .

In April 2013, Minister of Defense S. Shoigu made a statement to the head of the Investigative Committee A. Bastrykin on the episode with the sale of shares of JSC 31 GPISS. The activities of the institute, according to the minister , are of strategic importance for the military department and are associated with access to state secrets, and the alienation of this organization from the ownership of the Russian Ministry of Defense occurred by misleading the former minister A. Serdyukov. In connection with these circumstances, Shoigu demanded that the Ministry of Defense be recognized as a victim in a criminal case, and that he be arrested for the sold shares of the institute [4] .

In March 2013, a criminal case involving fraud in the amount of 10 million rubles was opened in Perm at OJSC 39 Arsenal, which is part of OJSC Oboronservis, [15] .

Development Prospects

According to the Russian Minister of Defense, the total external and internal accounts payable of Oboronservis enterprises is tens of billions of rubles, including debts to contractors - 97.6 billion rubles, and salary arrears - 1.4 billion rubles. The accumulated loss by housing and utilities enterprises exceeds 40 billion rubles. Budget expenditures for 2013 for Oboronservis increased by 49 billion rubles, the quality of services provided also decreased, and the chain of intermediaries increased.

In connection with the previous corruption scandals, as well as financial insolvency on June 2, 2014, S. Shoigu, the acting Minister of Defense, said that he considered it necessary to reorganize Oboronservis OJSC controlled by him and partially abandon outsourcing [16] .
