The league has been expanded from 15 to 18 players. In addition to Huventud, Villa Espanyola and Racing, who earned the right to participate in the elite following the Second Division of 1999, the Uruguayan Football Association issued a special license to participate in the Example Rocha Football Club, organized as a result of uniting all the teams of its department.

Fronter River, Liverpool and Villa Espanyola dropped out from the Examples, and the last club did not participate in Klausur due to the fact that the stadium could not be announced. Instead, the Phoenix , Central Espanyol , and Montevideo Wanderers joined the elite.
