Story
The film begins in 1934 in New York after the early release from Johnson's Bumpy Johnson prison. He returns to Harlem and quickly becomes known in criminal circles. He is closely acquainted with the “Queen of Numbers” by Stephanie Saint Claire, who holds an underground lottery, popular among the poor of New York.
Watching the lottery flourish, people of the gangster Dutchman Schulz invade Harlem territory. Even in a criminal environment, he is notorious for cruelty, racist antics and unpredictable behavior. The Dutchman works for the godfather of the Italian mafia Lucky Luciano. Between whites (Italians) and blacks there is a constant showdown, and the situation is heating up. The Dutchman organizes an unsuccessful attempt on Bumpy. Using his connections with corrupt officials, the Dutchman sends Madame Saint Clair to jail. The lottery business is now completely run by Bumpy. At first he tries to avoid bloodshed, but the confrontation with Schultz forces him to go to harsh measures, and Bumpy organizes a major explosion in the Dutchman's office.
Things are not going better, and Bumpy is forced to agree to mediate with Lucky Luciano to resolve the conflict. Bumpy's friends and accomplices are offended for being stubborn, too close to whites and ignoring his black brothers. Meanwhile, a romance is developing between Bumpy and social worker Francine Hughes. Frustrated by the fact that her lover is gradually becoming a ruthless killer, she abandons him.
In response to the murder of his close friend Illinois, Gordon Bumpy is organizing a retaliatory action. He kills the corrupt policeman guilty of the death of a friend, and carries out an attempt on the Dutchman. In the end, Bumpy attends a church in which Gordon is buried.
