Biography

In 1953 he graduated from the Rostov Medical Institute . Since 1953 - Head of the Health Department of the Proletarsky District ( Rostov Region ) [1] . Since 1977 - Head of the Department of Health in the Rostov Region.

Since 1978 - Deputy Minister of Health of the RSFSR. From April 21, 1983 to January 6, 1986 - Minister of Health of the RSFSR.

From January 6, 1986 to May 24, 1990 - Deputy Chairman of the Council of Ministers of the RSFSR [2] .

Member of the Central Auditing Commission of the CPSU (1986-1990). He was elected People's Deputy of the USSR.

In the 1990s, he was rector of the Institute for Advanced Studies of the Ministry of Health of Russia [3] . In the last years of his life, he worked as vice-rector for methodological work and innovations at the Institute for Advanced Studies of the FMBA [4] .

    • grandson Pavel Sergeevich Minkin, dermatovenerologist, candidate of medical sciences;
  • Vladimir Nikolaevich Trubilin (b. 1959), ophthalmologist, doctor of medical sciences, professor.
    • grandchildren: Alexander Vladimirovich Trubilin (ophthalmologist, candidate of medical sciences, assistant of the department), Anna Vladimirovna Trubilina (student).
