Biography
He graduated from the Faculty of Law of the Complutense University of Madrid . At the University of Strasbourg, received a Ph.D. in comparative law.
In 1963-1975, as a lawyer, defended civilian activists who were persecuted by the Franco regime. In 1969, for his activities, he was arrested by the police, received a ban on legal practice and was exiled for several months to the town of Santa Maria del Campo. There he combined his work as a lawyer with his work as a professor of philosophy of law.
- 1972 joined the PSOE . In 1977, he was one of the developers of the new Spanish Constitution, adopted by referendum on December 6, 1978.
- 1982-1986 - Chairman of the Congress of Deputies of Spain, focusing his efforts on the creation of the University named after Carlos III.
- 1989—2007 - President of the University of Carlos III.
- 2004—2006 - High Commissioner for the support of victims of terrorism at the Council of Ministers of Spain. In this position with the rank of state secretary, he coordinated the activities of various ministries.
