History
Established by Decrees of the Presidium of the Supreme Soviet of the USSR of May 7, 1940 "On the establishment of military ranks of the highest command staff of the Red Army" and "On the establishment of the military ranks of the highest command staff of the Navy", in connection with an increase in the number of air forces in the Red Army and the Red Army Red Army USSR , later in the SA and Navy.
