Biography

Born into a peasant family. In 1889 he graduated from the Belgorod teacher's seminary, where he was the best student. He worked as a zemstvo teacher in the village of Gnilovskaya in the Rostov-on-Don district [1] . In 1890 he was arrested and deported to his native settlement under police supervision. For some time he served as the clerk of the Trinity Volost Court. In May 1891 he was again arrested and served a 6-month prison sentence in the St. Petersburg prison “ Crosses ”. After his release, he returned to his homeland again, served there as an assistant to the volost clerk, made complaints to the peasants against the zemstvo commander, for which he was dismissed. He entered the statistical department of the Voronezh Provincial Zemstvo Council. At the same time, he studied law in a program for self-education. Admitted as a volunteer to the law faculty of Moscow University . At the same time he served as a clerk in a printing house [1] and worked at the Rumyantsev Museum. From June 1896, as a "freelance laborer at the Library," later as a "duty officer at the Reading Room." In February 1899, he was expelled from the Rumyantsev Library [2] . In 1901 he participated in the debate on the report of F. A. Scherbina “Budget statistics” at the 10th congress of naturalists and doctors, in his speech he emphasized the need to separate the budget of the household and the budget of the family, which was not done by F. A. Scherbina [3] . During the summer holidays, moonlighting, participating in statistical and economic research in different provinces. In the spring of 1901, after a search, he was expelled from the university. In the fall of 1901 he left for Paris , where he studied French, attended lectures at the Sorbonne . After returning to Russia in 1902, the assistant head of the insurance department at the Kursk Provincial Zemstvo Council. Vowel of the county zemstvo, member of the board of the Society for the Promotion of Primary Education in the Kursk province, member of the local legal society and the board of the Semenov Library. Member of the constituent congress of the All-Russian Peasant Union (Moscow, May 1905), was elected to its Main Committee [4] . He advocated a parliamentary monarchy, a unicameral parliament, the destruction of estates, and the provision of land to peasants. By the time he was elected to the Duma, G. N. Shaposhnikov was to the left of the cadet party on his political convictions. His program is “All the land to the working people on it” [5] .

March 26, 1906 was elected to the State Duma of the I convocation from the congress of commissioners from volosts. He was a member of the Labor Group , a member of its Interim Committee. The fellow secretary of the State Duma was elected with 385 votes out of 436 [6] [7] . Member of the commission for the preparation of a draft of the most comprehensive address, agricultural and financial commissions. He signed the bill on Civil Equality. He spoke during the debate on political amnesty on the agrarian issue. During his work in the Duma, residents of his native village of Velikomikhaylovka received anonymous letters from St. Petersburg, where Shaposhnikov was called "the Tsar’s enemy, seditious, godless." According to the newspaper Rech, these letters were the work of the central Black-Hundred organization [8] .

July 10, 1906 in the city of Vyborg signed the " Vyborg Appeal ." August 26 arrested. The day after the arrest, he was dismissed from service in the provincial zemstvo. Until November 15, he was under strict regime; at first, meetings with his wife were also prohibited. Sent from the Kursk province with a ban on living in five adjacent provinces. He maintained his existence by random work on statistics [9] .

December 18, 1907 convicted under Art. 129, part 1, paragraphs 51 and 3 of the Criminal Code in the case of Vyborg Appeal [10] , sentenced to 3 months in prison and deprived of the right to be elected.

During the Stolypin reforms, perhaps, expeditions to survey Kazakh land use and the Turgai-Ural resettlement organization participated [11]

The further fate is unknown.
