Biography
Ruslan Batsaev was born on August 30, 1962 in Gudermes . He graduated from high school, held military service in the Soviet Army . Since 1984 - in the bodies of the Ministry of Internal Affairs of the USSR , initially was the supervisor of the remand prison of the department of correctional labor institutions of the Ministry of Internal Affairs of the Chechen-Ingush ASSR . He graduated from the Rostov special school training commanders in 1988 . Since 1989, he worked as a district police inspector for juvenile affairs at the criminal investigation department of the Gudermes ROVD. He served in this position during the entire period of Dudayev’s rule. During the Chechen war took the side of the federal forces. In February 2000, Batsaev was appointed senior security officer for particularly important cases of the Department for Combating Armed Organized Crime of the Organized Crime Control Department at the Internal Affairs Directorate of the Ministry of Internal Affairs of the Russian Federation for the Chechen Republic. Due to the constant threats to the life of the Batsayev family by insurgents in 2001, he was transferred to Tobolsk city police department, relocated his family there, occupied the posts of operative and senior operative [1] .
In June 2003, Batsayev returned to Chechnya, where he was deputy head of the criminal investigation department of the criminal police department of the OVD of the Gudermes district . Since July 2004, Lieutenant Colonel Batsaev was the Deputy Head of the Criminal Investigation Department of the same ATS. He personally participated in 44 special operations to detain particularly dangerous criminals, as a result of which 27 participants of armed gangs were identified, 9 criminals on federal search were detained, 26 firearms were seized, a series of terrorist acts in the Gudermes region were revealed [1] .
On November 19, 2005, the Gudermes ROVD received information that the separatist Rashid Askhabov, who is on the federal wanted list, during the elections to the Chechen parliament plans to carry out a number of terrorist acts on the territory of the Gudermes district. The next morning, the task force led by Batsaev moved to the village of Koshkeldy under the pretext of targeted verification. In the house where Askhabov and his accomplices were hiding, there were also his mother and younger brothers and sisters. When the police asked Askhabov to surrender, one of the bandits threw two grenades at them from the window. After the explosions, Batsayev burst into the house and saw that one of the separatists was hiding behind small children. Then he rose to his full height and headed for the militant. The gunman, firing at Batsayev while he was shooting, tried to escape, but was killed by the police. In his pocket was discovered the scheme of the upcoming attacks. From his wounds to the head and chest, Batsayev, without regaining consciousness, died. Buried in Gudermes [1] .
By the decree of the President of the Russian Federation of August 1, 2006, for his “courage and heroism shown in the performance of his official duty,” police lieutenant colonel Ruslan Batsayev was posthumously awarded the high title of Hero of the Russian Federation [1] .
