Biography

Born in a family of hereditary military. In 1978, he graduated with honors from the Novosibirsk Higher Military Command School of the USSR Ministry of Internal Affairs . Since 1988 - the commander of the battalion of the special forces brigade of the Central Command of the Ministry of Internal Affairs of the USSR In 1989-1991 - Deputy commander of the operational regiment of the division of the Internal Troops of the Ministry of Internal Affairs of the USSR in Minsk , in 1991-1994. - Commander of the operational regiment of the operational division in Pyatigorsk . In 1991, the regiment under his command carried out combat missions in the territory of Nagorno-Karabakh ( Stepanakert ). The title "colonel" received ahead of schedule.

In 1994-1996 - Deputy commander of the operational division in Krasnodar . In 1998 he graduated from the Military Academy of the General Staff . In 1998-1999 - The commander of the division of internal troops in the Eastern District of the Ministry of Internal Affairs of Russia; in 1999-2001 - The commander of the operational division of the North Caucasian District of the Ministry of Internal Affairs of Russia in Vladikavkaz.

Since 2001 - First Deputy Commander of the Volga Federal District of the Ministry of Internal Affairs of Russia. By the decree of the President of the Russian Federation of November 8, 2002, the next military rank “Lieutenant General” was awarded.

Since June 2004 - commander of the Siberian District of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation [1] . Since September 2010 - First Deputy Commander-in-Chief of the Internal Troops of the Ministry of Internal Affairs of Russia.

By a decree of the President of the Russian Federation of November 9, 2012, Lieutenant General Butin Alexander Viktorovich was awarded the next highest military rank - “Colonel General”.

Repeatedly performed military-service missions as part of the combined group of troops for counter-terrorism operations in the North Caucasus region of the Russian Federation.

He is a member of the Club of Military Leaders of the Russian Federation (the president of the Club is Army General A. S. Kulikov , long-time comrade and commander A. Butin).

On October 31, 2016, he was dismissed from the post of First Deputy Commander-in-Chief of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation and dismissed from military service [2] .

Unusual facts

In 1991, a military unit under the command of A.V. Butin, stationed in Stepanakert (Nagorno-Karabakh), as a result of the betrayal of one of the soldiers, was taken by representatives of the Armenian armed forces. All officers and soldiers were on the territory of the unit for more than a day and could not fight back, since the entire arsenal of the regiment was captured. Later, all the personnel of the unit and officers of regional subordination (SKO VV MVD), who were on a business trip there, were sent to Rostov-on-Don . In Rostov, they were met by the then commander of the North-West Division of the Ministry of Internal Affairs, General A.S. Kulikov, officers of the district headquarters, soldiers' mothers, etc.
