Biography
Orthodox, a peasant in the village of Chebotaryovka of the Olgopol Uyezd (now the village of Zabolotnoye, Kryzhopolsky District, Vinnitsa Region ).
He graduated from the Law Faculty of Kiev University (1904). During his studies, the volunteer participated in the Boer War of 1899-1902 on the side of the Boers [1] .
Returning to Russia, he earned private lessons. He consisted of a private attorney, then - an assistant to the attorney in Zhitomir . He developed his own submarine project. In Kiev, he was under the secret surveillance of the police because of his connection with the party of socialist revolutionaries . He defended the interests of peasants, advocated for civil equality and the development of public education.
In 1906 he was elected a member of the I State Duma from the Podolsk province by a congress of commissioners from volosts. He was a member of the Labor Group . He was a member of the agrarian commission. He signed the bill βOn Civil Equalityβ and statements on the formation of the Commission on the illegal actions of the administration and on the need to form local agrarian committees.
He spoke about the amnesty, the return address, the declaration of the Council of Ministers, on the agrarian issue, on civil equality. He made a proposal to directly submit to the emperor for approval the draft law βOn the abolition of the death penaltyβ, he proposed adding to the text of the reply address to Emperor Nicholas II a request to suspend the death penalty.
He was arrested and deprived of civil rights after the dissolution of the Duma [1] .
