Born in Cordoba , Argentina. He practiced law. He began his political career as a deputy in the Legislative Assembly of Cordoba, in 1895 became the governor of the province of Cordoba . In 1898 he was elected to the Congress of Argentina, served as senator until 1903. In 1904, he became Argentine Vice President and replaced President Manuel Quintana in 1906, holding the post until 1910.
He is the only president of Argentina, headed by three branches of government:
- Legislative: as deputy (1892) and senator (1898);
- Executive: President (1906);
- Judicial: Judge of the Supreme Court (1915) and then Chairman of the Supreme Court (1929) [1] .
