Biography
Orthodox. From the hereditary nobles of the Bessarabian province. Large landowner of Bendery County (about 7,700 acres ), a landlord in Chisinau .
At the end of the Alexander Lyceum in 1898, he was included in the Chancellery of the Committee of Ministers (then the Council of Ministers ). From January 1909 to April 1910 he served as the senior supernumerary official of special assignments under the Bessarabian governor . He rose to the rank of college adviser (1909).
He was engaged in agriculture in his native province. He was elected honorary magistrate of Beletsky and Bendery counties.
In 1912 he was elected a member of the State Duma from the Bessarabian province. He was a member of the center faction, was its secretary. Entered the Progressive block . Consisted of the secretary of the commission for the development of a draft law on the press, the comrade of the chairman of the commission on requests (from December 2, 1916), and also a member of the commissions: for public education, administrative, library, budget, in the direction of legislative assumptions, financial, for the execution of the state list of income and expenses , on request, editorial, on city affairs, on judicial reform.
During the First World War, he was a member of the All-Union Organization for Assisting the Sick and Wounded Warriors, authorized by the advanced military sanitary train No. 167 of this organization. He was also specially authorized by the Russian Red Cross Society .
After the February Revolution, he was a member of the commission of the Provisional Committee of the State Duma on the adoption of detained military and senior civil servants. On August 5, 1917, at a meeting of the VKGD, he was appointed deputy member V.V. Lashkevich in the Special Commission on pardon or mitigation of the fate of persons convicted by military and naval courts.
After the October Revolution in exile. In 1936 he wrote memoirs (not published).
