Shirkov, Nikolai Vladimirovich

Nikolai Vladimirovich Shirkov (August 13, 1862 - August 28, 1907) - Chairman of the Lgovsk district county council, deputy of the State Duma of the first convocation from the Kursk province .

Biography

A nobleman of the Kursk province . He graduated from the Moscow State Real School . He studied at the Mining Institute of St. Petersburg and the Petrovsky Agricultural Academy in Moscow. Landowner; engaged in agriculture. In 1892 he was elected chairman of the Lgovsk district county council, but his candidacy was not approved; re-elected to this post in 1895 and remained on it until 1906. On the basis of the decision of the Kursk provincial zemstvo assembly on February 21, 1904, he was elected (together with V.F. Dorrer , D.L. Ovsyaniko-Kulikovsky, N.N. Shpanov, V.E. Yakushkin , L.D. Moiseev) in a special commission of vowels of the provincial assembly for the device of medical care for the sick and wounded in the Russian-Japanese war. The commission entered the all-zemstvo organization for helping the wounded [1] .

The organizer of the peasant union of Lgov County . Just before the Duma elections for work in the peasantry, without any trial, by the will of the administration [2] Shirkov was arrested. He was released from Butyrka prison in Moscow due to the intervention of the Chairman of the Council of Ministers S. Yu. Witte [3] .

On March 26, 1906 he was elected to the State Duma from the total electors of the Kursk Provincial Electoral Assembly. He was a member of the Constitutional Democratic Faction. Member of the Commission for the execution of the state list of income and expenses.

July 10, 1906 in the city of Vyborg signed the " Vyborg Appeal ." In 1907 he was expelled from the noble assembly. In a short posthumous article about Shirkov it is said: "Deprived of the rut of his public interests, seeing the collapse of his ideals, he often has been sad lately" [4] . In the summer of 1907, his beloved 15-year-old daughter passed away. A few days later he committed suicide [4] .
