Topchikhinsky Village Council is a municipality with the status of a rural settlement and an administrative-territorial entity in the Topchikhinsky district of the Altai Territory of Russia. The administrative center is the village Topchiha [1] [2] .

According to the results of the 2010 All-Russian Population Census , the population of the municipality was 8,815 people, including 4,201 men and 4,614 women [3] . The Rosstat estimate as of January 1, 2012 is 8731 people [4] .
