The Toptushinsky Village Council is a municipality with the status of a rural settlement and an administrative-territorial entity in the Togulsky District of the Altai Territory of Russia. The administrative center is the village of Toptushka [1] [2] .

According to the 2010 All-Russian population census , the population of the municipality was 223 people, including 109 men and 114 women [3] .
