Biography

Came from the nobility of the Smolensk province.

April 26, 1762 he entered the land gentry cadet corps , in October 1765 he was released to lieutenant in the Voronezh Musketeer Regiment. In the years 1767-1769. took part in hostilities in Poland. September 8, 1769 promoted to captain.

In 1770 he participated in the Turkish War - in the battles of Cahul and Isakche . November 24, 1770 produced in second majors . In 1773 he made a trip beyond the Danube. June 28, 1777 promoted to prime majors . September 18, 1778 was dismissed from military service due to illness with the production of lieutenant colonels .

In 1779-1780. - Prosecutor of the St. Petersburg Provincial Chancellery [1] .

March 27, 1780 was appointed assistant director of the St. Petersburg economy; November 24, 1783 promoted to college counselor . Since 1788, adviser to the counting expedition of the St. Petersburg Treasury . September 2, 1793 promoted to state councilors ; in the same year, September 27, expelled from service for untimely appearance from vacation.

On September 3, 1795, he was again hired, appointed lieutenant of the ruler (vice-governor) of the Ascension governorship [2] [3] . April 5, 1797 promoted to full state councilors . Since May 30, 1797 - Vice Governor in the province of Estonia .

Since August 31, 1797 - Governor of Arkhangelsk ; dismissed from service on December 31 of the same year as a result of a complaint by Mrs. Spreng, who exacted 300 rubles from him on a bill.

From April 5, 1798, he was the Novgorod governor [4] , and from December 22 of the same year, he was the governor in the Petersburg province . Being in this position, he was awarded the Order of St. Anne of the 1st degree. During the audit of the St. Petersburg offices, senators Tarbeev and Kamynin found “different lapses in business, slowness in resolving them and his own carelessness and neglect of the post”, in connection with which D. Glinka was expelled from service and deprived by his highest decree on March 2, 1800 Order of St. Anne. During the subsequent consideration of the case in the general meeting of the Senate, he was found not guilty - the auditor Senator Tarbeev received the highest reprimand, D. Glinka was promoted to Privy Councilor on March 17, 1800 and appointed senator. On March 19, the Order of St. Ann, July 14 - 5,000 dessiatines were awarded in the Saratov province . He was present in the Land Department of the Senate, since 1805 - in the 4th Appeal Department.
