Biography
He spent his childhood in Russia in the middle of the 1870s. returned to England, received a place in the Ministry of Foreign Affairs, but lost it, selling in 1878 a copy of Lord Salisbury ’s secret agreement with Russia for the editorial office of the newspaper Globe (cf. his brochure Our Public offices, 1879). He was present in 1883 at the coronation of Emperor Alexander III and visited the Caucasus and the Caspian Sea , where he explored oil deposits.
