History
Initially, in the postwar years, the Topar camp branch was established in this area, which is located on the bank of a small river Churubay-Nura, in the lowland between the hills. The large difference in levels between the entrance to the lowland and its exit created ideal conditions for the creation of a future reservoir. In this connection, on September 28, 1949, by the decision of the Oblast Executive Committee of the Karaganda Region, the allocation of land for the construction of the Novokaraganda TPP-2 was agreed. January 19, 1953 by order of the Minister of Energy of the USSR approved the assignment for the design of Novokaragandinskaya GRES-2. On March 16, 1954, the first stone of the Karaganda TPP-2 was laid, after which construction work began on the construction of the future village of Topar. In the period from 1953 to the 1960s, schools, a hospital, a maternity hospital, shops, the Energetik Culture House and all other social facilities were built. Topar became an urban-type settlement, with all the objects necessary for life support. The settlement was dynamically built and developed. In 1973, Topar became the center of the newly organized Michurinsky district of the Karaganda region. In 1964, a communications department, an energy engineering college, a working supply department, a post and telegraph station and a filtering station for drinking water were opened in the village, the roads of the village to Karaganda GRES-2 were asphalted, water supply, sewerage and heating networks were built. At the same time, improvement works were carried out: gardening of streets and squares, construction of playgrounds and summer pavilions, improvement of the hospital campus, construction of housing for a booming village [2] .
