Golden Pretzels of "United Russia"

In accordance with article 97 of the Constitution of the Russian Federation “deputies of the State Duma work on a professional permanent basis. Deputies of the State Duma cannot be in the public service, engage in other paid activities, except for teaching, scientific and other creative activities ” ^[2] .

According to paragraph 2 of Article 6 of the Law “On the Status of a Member of the Council of the Federation and the Status of a Deputy of the State Duma of the Federal Assembly of the Russian Federation ”, a member of the Council of the Federation, a deputy of the State Duma is not entitled to:

c) engage in entrepreneurial or other paid activities, except for teaching, scientific and other creative activities. At the same time, teaching, scientific and other creative activities cannot be financed exclusively from the funds of foreign states, international and foreign organizations, foreign citizens and stateless persons, unless otherwise provided by an international agreement or the legislation of the Russian Federation;

d) be a member of the governing body of a business company or other commercial organization;

And in accordance with article 4 of the law, the powers of a member of the Council of the Federation, a deputy of the State Duma, are terminated ahead of schedule in the following cases:

c) the receipt of a member of the Council of the Federation, a deputy of the State Duma in the state or municipal service, their inclusion in the governing body of a business company or other commercial organization, their entrepreneurial or other paid activities, except for teaching, scientific and other creative activities, the financing of which does not contradict the requirements stipulated by paragraph "c" of the second part of Article 6 of this Federal Law;

d) the loss by a member of the Council of the Federation, a deputy of the State Duma of citizenship of the Russian Federation or acquisition of citizenship of a foreign state;

On August 27, 2012, deputies Dmitry Gudkov and Ilya Ponomarev published in LiveJournal a post entitled “Golden Pretzels of United Russia” ^[3] , in which they began to publish data from open sources about deputies of the State Duma - members of the United Russia party, which According to Gudkov and Ponomarev, already being deputies, they not only participate in the share capital of companies, but also directly manage their assets ^[4] . “United Russia”, represented by Secretary of the General Council Sergei Neverov, called this publication “ordinary PR” ^[5] .

A similar publication was undertaken on August 28 and September 5 by the leader of the Yabloko party, Sergei Mitrokhin ^[6] . Mitrokhin’s list partially overlaps with the list given by Ponomarev and Gudkov, and on September 5 it included 17 State Duma deputies from United Russia and 4 deputies from the LDPR ^[7] .

On September 28, 2012, the State Duma commission on monitoring the reliability of information on the income of deputies, headed by Vladimir Vasiliev after considering eight cases, decided to send requests to law enforcement and tax authorities regarding three United Russia deputies ^[15] .

On October 3, 2012, the publication “Golden Pretzels of United Russia - 7. HELL'S CLUB” mentioned Anatoly Bondaruk, deputy chairman of the Federation Council ’s defense and security committee ^[12] .

On October 4, 2012, according to the Izvestia newspaper, several members of the Federation Council decided to terminate their powers and focus on business, including Dmitry Ananyev (representative of the Yamalo-Nenets Autonomous Okrug), Andrei Guryev (representative of the Murmansk Region) and Andrey Molchanov (representative of the Leningrad areas); It is also possible that the billionaire Suleyman Kerimov (representative of Dagestan ) and his business partner Leonid Lebedev (representative of the Chuvash Republic) will leave the SF independently. The message appeared after the Speaker of the Federation Council, Valentina Matvienko, announced that in the near future senators would begin testing their involvement in the business and, if “facts of managing the senator's business were revealed, he should be deprived of a mandate” ^[16] .

On October 16, 2012, the Investigative Committee of the Russian Federation stated that it had information that the State Duma deputy from "United Russia" Alexey Knyshov was the founder of at least three enterprises, including one in Slovakia ^{[17] [18]} .

On October 24, 2012, the State Duma, almost without discussion, prematurely terminated the deputy powers of Alexei Knyshov on the basis of his statement. Knyshov was not present at the meeting ^[19] .

On February 13, 2013, it became known that Vladimir Pekhtin, after reporting on available undeclared real estate in the United States ^[20], resigned as head of the State Duma Commission on Deputy Ethics until the completion of verification activities ^[21] . February 20, Vladimir Pekhtin announced his decision to resign as a deputy of the State Duma. He also stated that he would try to prove his innocence in an American court, which, according to him, would take several months ^[22] .

On the same day, February 20, Anatoly Lomakin, a billionaire United Russia leader, decided to hand over the mandate. The day before the statements of Pekhtin and Lomakin, the State Duma prematurely terminated the powers of deputy Vasily Tolstopyatov - also on his own statement. According to political analyst Yevgeny Minchenko , the departure of several deputies from the State Duma is associated with a bill introduced by Vladimir Putin, which prohibits officials from having bank accounts abroad ^[23] .
