He worked as a freelance geodesist on the large-scale construction of the Moscow-Volga Canal , which was carried out by the forces of prisoners - the Gulag Canal Army soldiers in 1932-1937 (the construction project was called the "Big Volga").
From 1937 to 1949 he conducted pedagogical work at the Moscow Institute of Geodesy, Aerial Photography and Cartography Engineers and scientific work at the Central Research Institute of Geodesy, Aerial Photography and Cartography ( Moscow ).
Documents of personal origin, manuscripts and printed works of S. E. Fel, as well as maps, tracing papers, photographs and drawings of maps of the 10th-20th centuries (including a catalog of maps compiled by a scientist) are stored in the funds of the Russian State Archive of Economics [1] .
