Biography
Hereditary nobleman of the Courland province. The son of a statesman Konstantin Ivanovich Palen , the great-grandson of the cavalry general Count Peter Alekseevich Palen , who led the plot against Emperor Paul I.
In 1882 he graduated from the Imperial College of Law and entered the service of the Ministry of Justice [1] . He was seconded to study in the 6th Department of the Governing Senate, where he stayed until 1887, when he was appointed correspondent of the Main Directorate of State Horse Breeding in the Courland Province.
The court ranks: "in the position of master of ceremonies" (1897), "in the position of clerk of the master" (1903). Ranks: Actual State Councilor (1904), Privy Councilor (1906), Hoffmeister (1906).
In 1889, the count took up the post of commissar for peasant affairs in the Goldingeng district, in 1893 he was appointed honorary magistrate of the Vindava-Goldingeng district, in 1895 he was appointed an indispensable member of the Courland provincial for peasant affairs presence, and in 1896 he was honored magistrate of the Mitava district. In the same year he took part in the ceremonial coronation of Nicholas II and the Empress as an assistant to the ceremonies of the master.
In 1897 he was appointed Warsaw Vice Governor , in 1900 - transferred to the post of Pskov Vice Governor , moreover, he repeatedly served as governor, in 1902 he was appointed correcting the position of Vilnius Governor , approved in 1904 and held this position until December 15 1905 year. In 1903 he compiled a secret memorandum on the situation of Jews in Russia (published in 1904 in Geneva by the General Jewish Labor Union in Lithuania, Poland and Russia) and submitted it to the commission on the revision of the current legislation on Jews under the Ministry of Internal Affairs. He considered it necessary to repeal the law of 1882, which inflicted a blow, according to P., on the poor, non-dangerous sections of the population, which led to the impoverishment of the working part of Jewry. He advocated the speedy abolition of all restrictive laws within the framework of “Jewish settledness”, for the intensification of repressive measures against the “manifestations of the harmful aspects of Jewry” by individuals, for the reorganization of the Jewish clergy, the introduction of civil status officials, the removal of Jewish youth from Christian schools and the establishment of special primary and secondary schools under the guidance of Christian teachers.
March 15, 1906 he was appointed senator, present in the 1st department, and was granted the rank of hofmeister .
Permanent member of the government at the Board of Trustees Petrishula and Petrikirche .
In the same year, the Courland nobility, he was elected deputy member of the Council, established by the interim Baltic Governor General to discuss the necessary reforms in the province. On March 19, 1908, the Senatorial revision of the Turkestan Territory was entrusted to him by the Highest Decree. In their estates in Courland province. (Alt-Schwarden, Gross-Auz, Keveln) developed cattle breeding, horse breeding, dairy production and forestry. In September 1916, deprived of the court rank.
After 1917 in exile in Germany.

In 1890 he married Baroness Sofya Nikolaevna Nikolai (1862-1943). Their kids:

- Nikolai Konstantinovich (1896-1963), studied at the School of Law and the Page Corps (until March 1, 1917), then ensign of the Life Guards of the Horse Regiment, lived in exile in Finland, married twice: since 1922 to Alexander Astashova (? —1924) , since 1933 on Tatyana Alexandrovna Pistolkors (1910—?).
