Biography

Born in the village of Arkhangelsk, Kursk region (now - as part of the Novotavolzhansky rural settlement , Shebekinsky district , Belgorod region ). He graduated from high school in the city of Stary Oskol . He served in the anti-aircraft missile defense forces. The division in which Goncharov served guarded the Kuibyshev hydroelectric station named after Lenin and the Volga Automobile Plant.

In 1972 he began his career at the Krasnozavodsk chemical plant as a turner. Among other things, he was engaged in the resettlement of residents from the flood zone of the Zagorsk PSP . Later, on the recommendation of the Komsomol, he headed the executive committee of the Krasnozavodsk Council of Deputies.

In 1980 he graduated from the All-Union Correspondence Law Institute , in 1990 - graduate school of the Academy of Social Sciences under the Central Committee of the CPSU.

In 1990, he became the first secretary of the Zagorsk CC of the CPSU. Since 1991 - Executive Secretary of the Human Rights and International Humanitarian Cooperation Committee. Since 1993 - manager of the Sergiev Posad branch of the Republican Social and Commercial Bank.

In 1994, he was appointed head of the administration of the Sergiev Posad municipal district. In the period 1996-2003. twice in a row he was elected head of the Sergiev Posad municipal district. As the head of the district, he built the Moscow overpass, reconstructed the station square, built a railway and bus station.

From 2004 to 2007 - Head of the Inspectorate for Monitoring the Spending of the Federal Budget in the Military-Industrial Complex, Head of the Department of the Accounts Chamber of the Russian Federation In 2008, he was found guilty of an offense under articles of the Criminal Code of the Russian Federation 286 (part 2), 33 (part 5) and 165 (part 2).

In 2009 - Advisor to the General Director of JSC HydroOGK Management Company. In 2010, he served as Deputy General Director of the Center for Electric Power Grids branch of JSC FGC UES.

In June 2012, he was approved by the city Council of Deputies as the acting head of the city administration Sergiev Posad , in November 2012 he was elected as the Head of the city. In March 2014, he retired due to the transfer to another job. In the same month, he was appointed deputy head of the Sergiev Posad region on issues of interaction with federal and regional government bodies [1] .

He headed the Department of Civil Law Disciplines and Law Enforcement Agencies at the Sergiev Posad Branch of Moscow Industrial University . Acting State Advisor to the Russian Federation, Class III.
