History
EarlierCJSC “Ermolino Airport” carried out its activities at the jointly-based airfield with the military unit of the internal troops of the Ministry of Internal Affairs of Russia and provided freight traffic on domestic air lines. There was an order of the Government of the Russian Federation on opening a checkpoint across the state border of the Russian Federation at the Ermolino airport for international flights of cargo aircraft. For the period 2000-2001, work was carried out on the construction, arrangement and technical equipment of the checkpoint. CJSC Airport Ermolino had a certificate certifying compliance with its certification requirements and suitability for international flights. One of the main factors hindering the opening of the airport for international flights is the lack of status of joint deployment or use of state and civil aviation aircraft.
In 2007, the Ermolino airdrome was excluded from the state registry of civil airfields, since there are no air navigation services in the airdrome that comply with civil aviation regulatory documents (radio-technical flight support equipment, light-signaling equipment, meteorological equipment, and air traffic control facilities).
Current Status and Prospects
In 2012, reports appeared in the media about possible investments in the reconstruction and construction of airport facilities and related systems at Yermolino airport in the amount of 23 billion rubles, which would create a business aviation airport in Yermolino and include it in the Moscow air hub. The issue will be resolved in the spring of 2013 [2] .
UTair Airlines suggested that other airlines create a budget airport on the basis of the airport for the needs of Moscow [3] . UTair could independently reconstruct the airfield, but the Federal Antimonopoly Service opposed this [3] .
In 2013, the government allowed UTair to be based in Ermolino. Kaluga authorities announced the transformation of Ermolino into an airport specialized in civil low-cost transportation [4] . It also announced plans to build a logistics center serving air cargo.
Until the end of 2014, it is planned to reconstruct the Ermolino airfield and create on its basis a Moscow airport for low-cost airlines. UTair Airlines is negotiating to attract investments in Ermolino in the amount of 6 billion rubles. It is estimated that the airport will have a capacity of 6 million passengers per year. UTair intends to base about 20 Airbus-320 aircraft in Ermolino. When the railway express train opens, the trip time from Moscow to Ermolino will be about one and a half hours [5] .
In November 2013, the leadership of the Kaluga region asked the Ministry of Transport of the Russian Federation with a request to consider the allocation of 120 million rubles from the federal budget for the design of an artificial runway with a water drainage system, taxiways, light-signaling equipment and air traffic control devices of the Ermolino airdrome according to ICAO standards . According to the existing plans of the department for the reconstruction of the Ermolino airdrome complex in the federal budget (and in the “Federal Targeted Program Modernization of the Unified Air Traffic Management System of the Russian Federation”) funds have not yet been provided [6] .
