Biography

In 1843 he graduated from the Imperial School of Law , then served in the Senate (office of the 2nd branch of the Third Department). December 15, 1848 promoted to collegiate assessors .

From May 28, 1850 - the provincial prosecutor in Kiev . July 10, 1852 promoted to outdoor councilors .

In 1854, he joined the Ministry of the Interior , was a special assignment officer under the Minister of the Interior S. S. Lansky . February 20, 1855 promoted to college advisers .

In 1856-1857 - Arkhangelsk Vice-Governor , in 1857—1862. - Novgorod Vice-Governor . April 14, 1858 promoted to state councilors , July 29, 1860 - to full state councilors . He participated in the organization of work on the construction of the Monument to the 1000th anniversary of Russia and the organization of celebrations [2] .

In 1862 he was appointed Kaluga Governor . On December 14, 1863, he met with Imam Shamil , who was appointed to live in Kaluga; supported the imam's request to replace the Przhetslavsky bailiff.

After the death of his wife, he vacated the post of Novgorod governor - in the Novgorod province he had many relatives, and, according to him, "... in the circle of their orphaned children will find parental care." From 1864 to 1882 - Novgorod Governor . When it was in the Novgorod province, judicial and Zemstvo reforms were carried out, real and technical schools, a men's gymnasium, a teacher's seminary, and several rural schools were opened [3] . Being a Lutheran, he initiated and contributed to the construction of twelve Orthodox churches in Novgorod province [3] . In Novgorod, he equipped the slopes to the river and reservoirs, started up a fountain in the town square, and also landscaped a boulevard on the Volkhov Embankment on the Torgovaya Side, in gratitude, called by citizens Lerkhovsky [3] . He contributed to charity: in the arrangement of schools, in improving the life of prisoners. He was chairman of the Society for Care of the Sick and Wounded, established on May 17, 1868 in the Novgorod Gubernia, later renamed the Red Cross Provincial Society [4] .

November 3, 1882 was appointed to be present in the Senate.

Family

His wife is Elizaveta Vasilievna, nee Trubnikova (died about 1863), the daughter of a state councilor.

Children: Vasily (born December 25, 1857), George (born 20.3.1859), Sergey (born 6.5.1860), Zoya (born December 7, 1861).
