Second Ruvier Government

The second government of the Ruvier is the cabinet of ministers, who ruled France from January 24, 1905 to February 18, 1906, during the Third French Republic , in the following composition:

  • former ministers:
    • Maurice Rouvier - Head of the Cabinet and Minister of Finance;
    • Joseph Chaumier - Minister of Justice;
    • Theophile Delcassé - Minister of Foreign Affairs;
    • Maurice Berto - Minister of War;
  • new ministers:
    • Eugène Etienne - Minister of the Interior (until November 12), Fernand Dubéf;
    • Gaston Thomson - Minister of the Sea;
    • Jean Bienneu-Martin - Minister of Education and Religious Affairs;
    • Fernand Dubbeuf - Minister of Commerce, Post and Telegraph (until November 12), Georges Truillot;
    • Etienne Clementel - Minister of the Colonies;
    • Joseph Ryuo - Minister of Agriculture;
    • Arman Gauthier de l'Ode - Minister of Public Works

Government

Persons of the previous office with a pronounced radical coloring ( Comb , Peltan , Valle, Dumerg) all, except Berto, left the office; its left side was strengthened by the socialist radicals Dubéf and Bienneuve-Martin and the radicals Ruo and Clementel, but not in their hands were the most important portfolios. In his first declaration, Ruvier’s cabinet promised in all essential respects to continue the policy of Combe. The church policy of the government has changed very little, becoming a little softer.

Separation of church from state

The proposed project for separating the church from the state was only slightly different from the project even earlier proposed by Briand . The essence of the law promulgated at the end of 1905 :

  • the republic does not recognize, pay, or subsidize any church.
    • Starting January 1, 1906, the state budget of cults is destroyed, as well as the costs of departments and communities.
    • Throughout the year, the movable and immovable property of the church, with all its obligations, is transferred to religious associations of believers.
    • Property that used to belong to the state, departments or communities is returned to them according to their ownership, with the obligation to lease them to associations of believers within a certain period of time.
  • Church attendants who have served for at least 30 years and have reached 60 years of age are provided with a lifelong annual pension from state funds in the amount of 3/4 of their previous salary; at a lower age and with fewer years of service, a reduced pension is awarded.
  • Believers are given the opportunity to organize associations that enjoy the freedom of worship.
