The Rzhevsky waterworks is an unfulfilled project to create a waterworks on the Volga River above Rzhev in the Tver region of Russia . The project involved the construction of a dam and the organization of the Rzhev reservoir to supply Moscow with water [1] .
The project was supposed to raise the water level near the dam by 34 m [2] . This would allow organizing a reservoir with a length of 100 km (to the village Selizharovo ) with an area of 131 km², an average depth of 11 m and a maximum width of 5 km [1] .
In accordance with the Decree of the Council of Ministers of the USSR of December 21, 1982 No. 1110 “On the construction of the Rzhevsky hydroelectric complex on the Volga River for water supply to Moscow” [3], in 1984-1985 , preparatory work began on the construction of the Rzhevsky hydroelectric complex [4] which were temporarily suspended in connection with the development of a targeted integrated program for the economy and rational use of water resources in the city of Moscow in accordance with the decree of the Council of Ministers of the USSR of June 19, 1987 No. 1405-p [4] . During the preparatory works, highways were built on the left and right banks of the Volga, several bridges across the Volga and its tributaries ( Klimovsky , Trostinsky , Molodotudsky , New Rzhevsky Bridge , etc.), which have a great height, allowing ships to pass under them after the reservoir was established [5 ] [6] [7] . A new Rzhevsky bridge (located downstream from the hydroelectric complex) was built thanks to the fact that employees of the executive committee of the Rzhev city council (E. Nevenchanny and G. Moroz) were able to convince the State Planning Committee of the USSR that the level of the river would rise, and in Rzhev it would flood the old bridge [6 ] .
When the project was implemented, it was planned to flood the last large unregulated part of the river on the entire Volga (between the Upper Volga and Ivankovo reservoirs) [1] . This would allow for end-to-end navigation from the Upper Volga lakes (almost from the source of the Volga ) to the Caspian Sea .
The implementation of the project would lead to a slowdown in the flow of the river in this area, which would impair the quality of the water and cause its waterlogging . A total of 17.5 thousand hectares of farmland , including arable land , hayfields , pastures and forests , would be in the flood zone [1] . To organize the Rzhev Sea, it was necessary to flood 33 settlements, resettle 520 families, transfer 440 households and almost 80 livestock farms and production facilities [8] [2] . When organizing a reservoir, under water would be 270 monuments of architecture , the nature monument “ Ben rapids ”, memorial sites of battles of the times of the Great Patriotic War [1] . Creating a reservoir would cause great damage to the natural environment of the Tver region [1] .
The project was not implemented. Currently, ecologists propose various projects to save water in the city of Moscow in exchange for the construction of a hydropower station [8] [1] .
At present, the construction site of the Rzhevsky hydroelectric complex, located in the area of the village of Sveklino, Rzhevsky District, Tver Region, is overgrown with forests [6] .
