Born March 17, 1971 in Arkhangelsk .

He graduated from the Department of International Information (Journalism) of MGIMO, Ministry of Foreign Affairs of the Russian Federation, Department of Public Relations; studied at MGIMO together with Vladimir Medinsky [3] .

In 1990-1991 he was president of the institute's Association of Young Journalists "OKO" [4] .

In 1992-1996 - one of the founders and partner of the advertising agency "Corporation" I "" [3] .

In 1993-2004, he was the founder and Managing Partner of the Mikhailov & Partners Public Relations Development Agency [5] .

In 2004-2006 - Advisor to the President and Member of the Management Board of Russian Railways (JSC Russian Railways ), Head of the Department of Public Relations and Member of the Board of JSC Russian Railways, Head of Corporate Communications and Member of the Management Board of JSC Russian Railways.

In 2012, he was appointed Director General of the ITAR-TASS News Agency [6] .

In 2012, he became a member of the Public Council [7] .

In May 2016, he was included in the sanctions list of Ukraine by President Petro Poroshenko , he was denied entry to Ukraine [8] .

Differences

In 2002 and 2003, it was included in the rating of “1000 Most Professional Managers of Russia” (the “Professional Services” group), conducted by the Russian Managers Association and the Kommersant newspaper.

In 2006, according to the rating of “TOP 1000 Russian Managers”, he was recognized as one of the most professional directors in public and corporate relations in the country.

In 2011, he won first place in the rating “TOP 1000 Russian Managers” of the Russian Managers Association in the nomination “Rating of Directors on Public and Corporate Relations of 2011”.

March 27, 2018 was awarded an honorary diploma of the Federal Service of the National Guard Forces [9] .

Criticism

Mikhailov was criticized in connection with his career at Russian Railways [10] [11] . In 2006, Laysa LLC became the exclusive advertising contractor of Russian Railways. The company received a 15-year contract for the representation of Russian Railways “in the field of advertising and information activities on the entire railway network”, which expires on December 31, 2016 and can be extended for another five years. In 2014, RBC journalists found out that Lisa LLC was owned by Vitaly Krivenko, Sergei Mikhailov’s closest associate at Mikhailov & Partners agency, who became Mikhailov’s deputy in Russian Railways after he joined the state monopoly. According to media reports, the beneficiaries of Lisa were Mikhailov and Krivenko [12] .

In 2007-2010, under the leadership of Mikhailov, Russian Railways rebranded, for which $ 150 million was spent [13] .
