Geographical position

The new building is located in the Karaman area, north of the city of Makhachkala , occupies the territory along the federal highway Makhachkala-Astrakhan (eastern part of the Kumtorkala region ).

History

In 1991, the 3rd Congress of People's Deputies of the Dagestan SSR decided to restore the Aukhov district and relocate the Lak population of Novolaksky district to a new place in the Dagestan SSR with the formation of the corresponding administrative region. This decision was enshrined in Resolution No. 51 of February 18, 1992, “ON INITIAL MEASURES FOR THE PRACTICAL RESTORATION OF THE LAW RIGHTS OF THE REPRESSED PEOPLES OF THE DAGESTAN SSR” [2] .
For these purposes, 8.5 thousand hectares of land were allocated on the territory of the Kirovsky district of Makhachkala and the Kizilyurt (now Kumtorkalinsky) district that were in use by the collective farms named after S. Gabieva (4539 hectares), “Worker” (839 hectares) of the Laksky district , Yalginsky state farm (164 hectares) of the Gunibsky district , OPHI DNIISH (1462 hectares) of Makhachkala, Dakhadaevsky state farm (1300 hectares) of the Kizilyurt district, Makhachkala mechanical forestry (200 ha) [3] .
It was supposed to resettle the inhabitants of 9 settlements in the amount of 3,721 households (13,339 people). The resettlement process itself was supposed to be completed by 1996.
But due to insufficient funding and a number of other problems, this process has not yet been completed (the program has been completed only by 40.5% [4] ).
By 2013, only four small villages were completely relocated - Akhar , Shushiya , Duchi and Nitsovkra , and partly another 6 villages. 1498 residential buildings were commissioned.

Population

Officially, four settlements have already been registered on the territory of Novostroy - Akhar, Shushiya, Duchi, and Nitsovkra with a total population of 1233 people [5] . In the remaining resettlement centers, about 4,500 people still live.

Administrative Division

Only four settlements have official status on the territory of Novostroy, these are the villages of Akhar, Shushiya (registered in 2005 [6] ) and Duchi and Nitsovkra (registered in 2013). There are 7 more resettlement settlements partially settled, but not having official status:

  2. Gamia
  3. Chapaevo
  4. Novokuli
  5. Novochurt
  6. Tukhchar
  7. Charavali

Also, on the territory of Novostroy are located: the Dakhadaevka farm of the Kumtorkalinsky district and the Dilchu farm of the Laki district.
