The An-28 crash near Palana is a catastrophe of the Russian An-28 plane on September 12, 2012 , performing a flight along the route Petropavlovsk-Kamchatsky - Palana. Incident
An An-28 aircraft with flight number RA-28715, belonging to the Petropavlovsk-Kamchatka airline of the Kamchatka MTU VT FAVT, operated a flight along the route Petropavlovsk-Kamchatsky - Palana. At 04:28 Moscow time, the connection with the plane disappeared. Around 06:00 a rescue helicopter found the plane on the slope of Mount Pyatibratka at an altitude of about 200 m, 10 km from Palana Airport, completely destroyed [2] . Killed 10 people out of 14 on board the aircraft. All survivors were thrown from the tail of the aircraft after hitting the ground [3] .
Investigation
In accordance with the Russian air legislation, the Interstate Aviation Committee formed a commission to investigate this accident, which included representatives of the Federal Air Transport Agency and Roshydromet . A parametric recorder and a GPS receiver were found at the crash site [4] .
According to the Interstate Aviation Committee: “The cause of the crash of the An-28 RA-28715 aircraft was a violation by the crew of the established approach procedure at Palan airport, which resulted in a flight outside the approach route and premature reduction to a height below the minimum safe level when flying in mountainous terrain, in weather conditions that exclude sustained visual contact with landmarks, which led to a collision of the aircraft with a mountainside, its destruction and the death of the crew and passengers. "
Damage and Insurance Payments
The collective accident insurance agreement for the crew of the aircraft was concluded with the RESO-Garantia insurance company , which paid the families of two dead pilots 100 thousand rubles each (the airline paid another 100 thousand rubles to the relatives, the local budget added 200 thousand rubles ) [5] . The airline’s liability insurance was provided by the Tit insurance company, which paid relatives of 8 dead passengers at 2.025 million rubles (the total amount of insurance payments is 16.5 million rubles) [6] . These risks were reinsured by the reinsurance company Moskva Re, which compensated the insurance company Tit for 4.1 million rubles [7] .
