Biography

Orthodox, from an old noble family . The landowner of the Kherson district of the Kherson province (2523 tithes ). The younger brother Vladimir is also a public figure and a member of the State Duma from the Kherson province.

He graduated from the Alexander Lyceum IX class (1878) [1] and entered the service in the department of laws of the State Chancellery .

In 1893, he was assigned to the Ministry of State Property as a special assignment official and was sent to North America to arrange the Russian agricultural department at the world exhibition in Chicago . As an officer on special assignments, he participated in many meetings and commissions on agricultural issues. Since 1895 he was engaged in research and description of well-maintained farms in the Kherson province. He rose to the rank of Acting State Counselor (1901), was granted chamberlain in 1909, and since 1914 he served as Jägermeister .

He conducted agriculture on his family estate, achieving notable results in increasing land productivity. He was also engaged in public activities: he was elected the vowel of the Kherson district and provincial zemstvos , honorary magistrate of the Kherson district (1883–1895), was an authorized representative of the Kherson nobility at the congresses of the United Nobility .

In 1907 he was elected a member of the III State Duma from the Kherson province. He was a member of the moderate-right faction, from the 3rd session - into the Russian national faction, from the 5th - into the group of independent nationalists P. N. Krupensky . Consisted of a fellow secretary of the land commission, as well as a member of the commissions: on judicial reforms, administrative, in the direction of legislative assumptions, on requests, on the working matter.

For four years he was chairman of the agricultural branch of the Imperial Free Economic Society , in 1908 he was elected the first chairman of the Imperial All-Russian Aero Club . Since 1910, he was a member of the Air Fleet Division of the Special Committee for the Strengthening of the Navy for voluntary donations.

On October 25, 1915 he was elected a member of the State Council from the noble societies, and joined the group of the right center. He was a member of the commission on military land and sea affairs.

He died in 1916. He was buried at the Kazan cemetery in Tsarskoye Selo .

Family

Was married. Children:

  • Ivan (1887-1986), a pupil of the Page Corps , the Cornet of the Life Guards of the Horse Regiment . Member of the White Movement as part of the All-Union Union of National Liberal Democratic Forces and the Russian Army, Baron Wrangel , staff captain (1920). In emigration to France, then to the USA [2] .
