The consular exequireur is a document issued usually by the Ministry of Foreign Affairs of the host country to the consul of a foreign state, certifying its recognition by the government of the receiving party and permission to exercise consular functions. The host State has the right to refuse to issue an exequatur or to withdraw it without giving reasons. The consular exequatur may be in the form of a separate document or be affixed by the competent authorities of the host country to the consular patent issued to the consul by the representing state. An official report in the media that the corresponding consul has started to fulfill his duties can also be equated to exequatur [1] .
