Biography

Born in 1785 . He came from an old noble family , whose founder - Tatar Barmes Yushmanovich (at the baptism of Boris Ivanovich) Kartsov was granted the estate in Kostroma district "for the Moscow siege seat" in 1595 .

He began his service in 1796 by a sergeant of the Life Guards Preobrazhensky Regiment. In January 1797, he was promoted to ensign , and in November of the following , he was promoted to second lieutenant of the Staringmanland regiment, where he served for eleven years, having had time to take part in the Battle of Eylau.

In February 1809, with the rank of major, he was transferred to the Perm Infantry Regiment. In August 1811 , as a good military officer, he was sent to the first training battalion, where in October he was promoted to lieutenant colonel .

In 1812 he participates in the Patriotic War and foreign campaigns. In January 1820, promoted to major general and appointed commander of the 1st Brigade of the 3rd Grenadier Division.

In February 1822, after a 26-year-old service, Pavel Sergeevich resigned with the right to wear his uniform and a “full” board-in-law salary.

On February 22, 1828, by the decree of the Governing Senate, Pavel Karvtsov appointed the governor of Ryazan , and on May 15, he was appointed to the state councilor . However, already on September 16, 1830, according to the results of the revision of the province, Kartsova was put on trial "for the disturbances found" and removed from the governorship.

In May 1831, Pavel Stepanovich came to the second branch of the V Department of the Governing Senate to give explanations, and then spent three years under investigation, awaiting the decision of his fate. At this time, he lived in St. Petersburg without receiving any salary or pension for injuries and the rank of major general . However, in the end, the Kartsov case was closed, and he himself was acquitted.

“Having settled the affairs of the state,” he goes to Kostroma , where, after many years of litigation, he receives a rich inheritance from his cousin Alexander Stepanovich Kravtsov. The legacy allowed him to live in Kostroma in a big way: Kartzov had his own serf theater, was interested in various arts and literature. In addition, he assisted Kostroma: the poet Katenin and one of Russia's best woodcarvers, Zakharov.

Pavel Stepanovich died on January 10, 1847 in Kostroma .

Activities as governor

Kartsov's civil career was not as successful as a military one. Starting the duties of the governor , Kartz, accustomed to strict military discipline and unquestioning obedience, faced with the resistance of officials. In his own words, the provincial prosecutor and collegiate assessor Zhadovsky, who had sent 148 documents to the provincial government in just three months, opposed the governor’s decision, joined the party that had formed an anti-me here. Thus, all the energy of Kartsov was spent only on drawing up explanations and excuses.

On May 22, 1828, there was a big fire in Kasimov - almost fifty houses burned down, including all public buildings and offices . There were no human victims. It was also possible to save the city treasury and archival affairs, but after that the governor received his first severe reprimand from the Minister of the Interior for reporting the incident directly to the emperor , bypassing the ministry.

In 1830, the auditors arrived in the province - senators N. I. Ogarev and M. A. Saltykov. The consequences of the audit were tragic for Kartsov - on the senators' report, the emperor himself wrote “to the committee of ministries so that it would be decided whether the governor is subject to trial for the unrest found.”]]

Family

Pavel Stepanovich was married to the daughter of State Councilor Yekaterina Nikolaevna Deklesheva. Their only son, a retired Guards captain and honorary citizen of the city of Kostroma, Nikolai Pavlovich Kartsov was the leader of the Nerehten district of the Kostroma province , and in 1865 he was elected the leader of the nobility of the entire province .
